3-Tony Moayed Construction Services, Inc. No. 4
Description/Analysis
Issue Detail: Approval of Supplemental Agreement No. 4 with Tricorp Group is required so they can continue providing daily, mandatory Division of State Architect (DSA) construction inspection services for the Project. Approval of Supplemental Agreement No. 4 with Tony Moayed Construction Services, Inc. is required so they can continue providing daily construction management services during the completion of construction, closeout of the project, and throughout the warranty periods.
Policy Considerations: City Council approval is required for supplemental agreements for professional services per City Code Section 3.64.040.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): On June 7, 2018, the City Council adopted the Mitigated Negative Declaration and the Mitigation Monitoring Program for the North Natomas Regional and Community Park Master Plan Amendment and Community Center and Aquatics Complex Project (see City Council Resolution No. 2018-0215). No further environmental review is required.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: The supplemental agreements are needed to provide services to complete the project by Summer 2022. Because the pool complex serves the students at the adjacent Inderkum High School and because the Natomas Unified School District provided funding for the project, DSA approval was required. Tricorp Group is the DSA inspector of record for the Project. Supplemental Agreement No. 4 is required so Tricorp Group can continue to provide uninterrupted inspections and material testing coordination.
Tony Moayed Construction Services, Inc. is the construction manager for Project.
Supplemental Agreement No. 4 is required so Tony Moayed Construction Services, Inc. can continue the daily, on-site management for the completion of construction of the project, project closeout and coordination and any warranty work.
Financial Considerations: Sufficient funds are available in the North Natomas Community Center and Aquatic Complex Project (L19140410) to execute Supplemental Agreement No. 4 with Tricorp Group for a not-to-exceed amount of $164,320 and Supplemental Agreement No. 4 with Tony Moayed Construction Services, Inc. for a not-to-exceed amount of $153,693.
Local Business Enterprise (LBE): Tricorp Group and Tony Moayed Construction Services, Inc. are LBEs.
