Description/Analysis

Issue Detail: The Department of Public Works, Fleet Management Division, has a customer requirement to purchase four replacement remounted ambulances for the Sacramento Fire Department.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve the purchase of vehicles and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: The recommended purchases are consistent with the Fleet Sustainability Policy adopted by City Council on December 12, 2017 (Resolution No. 2017-0478).

Commission/Committee Action: None.

Rationale for Recommendation: After reviewing the available purchase options, the Fleet Management Division has determined that the HGAC cooperative purchase agreement with Braun Northwest Inc. represents the most advantageous purchasing strategy. The contract was competitively bid nationally, and HGAC receives greater discounts from the manufacturer due to a higher purchase volume than the City would receive if issuing its own bid.

In an ongoing effort to maximize cost savings and staff resources, many government agencies share contracting efforts through cooperative purchasing. This procurement method increases pricing competitiveness and lowers operating costs through volume buying. When comparing the administrative costs of procurement, staff considers product research, source selection, specifications, advertising, staff reports, awarding, protest, and administration of the contract.

The City has used both regional and national cooperative purchase agreements to complement its own contracting initiatives. Cooperative purchasing enables City departments to evaluate a broader range of contracting opportunities and to share resources with other jurisdictions. Cooperative purchasing also leverages internal and external resources to maximize cost savings opportunities for the City.

Financial Considerations: The recommended purchase, in a total amount not to exceed $599,176 will be made from the Department of Public Works Fiscal Year (FY) 2021/22 operating budget (Fleet Fund, Fund 6501) and will be charged to the Fire Department Advanced Life Support Equipment Program (F12000200). Sufficient funding exists in the Department’s FY2021/22 operating budget and the Fire Department Advanced Life Support Equipment Program (F12000200) support the recommended purchase.

Local Business Enterprise (LBE): Braun Northwest, Inc. is not an LBE. The minimum LBE participation requirement is waived for the City’s use of cooperative purchase agreements that have been competitively bid, evaluated, and awarded by other governmental agencies that may or may not have similar LBE programs.

1.02 CHASSIS MODIFICATIONS
The following modifications shall be made to the chassis by Braun Northwest.

1.02.04 EXHAUST HEAT SHIELD
Install exhaust shields made of formed 20 ga. galvanized sheet metal with stamped reinforcements and formed edges. Provide access openings for shock absorber, mounting bolts, etc. Bolt heat shields to the chassis frame, extending from back of cab to the frame cross member just behind the rear axle.

1.02.05A RUNNING BOARDS
Install running boards fabricated from bright finish 0.125″ aluminum diamond plate for a Ford E-450.

Note: All sharp edges on splash guards shall be smoothed down.

1.02.07A AUTO THROTTLE
Install an Intermotive voltage monitor to automatically adjust the auto throttle for changes in electrical load.

1.02.09A RUBBER MUD FLAPS
Install mud flaps with the ″NORTH STAR″ logo behind each rear wheel.

1.02.10D TIRES AND WHEELS
Remove seven OEM steel wheels/tires, and gloss black powder-coat both sides of wheels GB-100558185 v2 to match Agate Black (Section 3.04.01 related). Reinstall on vehicle (spare tire is shipped loose, Section 8.01 related).

OEM axle hub ends to be painted Agate Black.

When activated, indicator light will light up and the system will allow the vehicle engine to continue running after the ignition key has been removed but will not allow the vehicle to move until the key is reinserted.

1.02.31X STATION EXHAUST
Install a collar on the OEM exhaust to allow connection to customer's Plymovent station exhaust system. Exhaust shall be angled 32° toward the rear.

1.02.36 AUXILIARY COMPRESSOR
Add a TM -16 auxiliary air conditioning compressor and bracket to the OEM engine (Section 5.17 related).

1.03 MODULE-TO-CHASSIS MOUNTING SYSTEM
Transfer module utilizing existing module mounting points. Install isolator pads and bolts.

1.03.02 CAB-TO-MODULE ATTACHMENT
Attach the module to the cab with twenty 5/16" Grade 5 plated steel bolts and nylon locking nuts. Access plates shall be provided in the bulkhead wall for the servicing of cab to module bolts or for remounting of the body. Install a closed cell foam isolation gasket and stainless- steel threshold between cab and module.

Trade In. Chassis is drivable. License plate(s) shall be removed and returned to customer (Section 8.03 related). Vehicle title required to be present with vehicle upon delivery to Braun Northwest.

3.02 MODULE PRIMER
Prime bare metal of roof and rear of module (excluding rear passage doors; rear of module is *WARRANTY WORK*) with two -component, low VOC, direct -to-metal epoxy primer/sealant prior to applying the finish coat of acrylic urethane paint.

3.03 PAINT TYPE
Shall be Sherwin Williams acrylic urethane.

5.14X SEATBELTS
Remove forward two-point seatbelt and forward lower receiver on curbside squad bench and plug holes. Install three sets of yellow two-point automatic locking retractor seatbelts on the curbside squad bench with three additional lower seatbelt buckle ends with stainless steel washers and be set up for use with sit-up or stretcher patients (exact location of belts to be determined at the preconstruction meeting). The attendant seat and CPR seat shall each have a single yellow two-point automatic locking retractor seatbelt.

5.15 FLUID BARRIER
Transfer existing fluid barrier.

5.17X MODULE CLIMATE CONTROL SYSTEM
Install new module HVAC system shall incorporate an ACC #22096 combination heating/air conditioning unit with 43,000 BTU/hr. heating and 40,000 BTU/hr. cooling capacity. The unit shall have a 580 CFM fan and controls independent of the cab system.

Install a 12VDC booster pump to optimize the heating capacity in the module. A return air path with open area equal to at least twice the blower outlet area shall be incorporated into the evaporator closeout.

Add a TM-16 auxiliary compressor and bracket to the OEM engine (Section 1.02.36 related).

Install a 67,000 BTU/hr. auxiliary dual fan condenser in the existing housing on the front of the module. Install two flashers on the front of the condenser, and two alley lights on the corners (Sections 6.30.03 and 6.30.04 related).

The heater/AC hoses between the cab and the module shall be insulated with closed cell insulation.

Transfer existing digital thermostat located on the streetside wall in the Action Area #5.

– Aft end of the Action Area #8 countertop, with clear polycarbonate flip-up door Remove sharps/waste container brackets with curbside bench end bar. Install new recessed Becton Dickinson 6.9 qt. sharps container and one 7 qt. waste container and painted aluminum hinged cover with drop in/thumb holes in forward section of the curbside squad bench (Section 2.10 related). Cover shall have a magnet and steel button to hold open against the wall.

Install a new formed stainless steel bracket for a 7 qt. waste container on the curbside rear passage doorskin, to match #686-R:

5.29A OXYGEN WINDOW
Transfer existing oxygen window on the forward-facing wall at the aft end of the curbside squad bench.

5.32X GLOVE BUTLERS
Transfer existing glove butler in Cabinet #13.

Install two bolt-on white glove butlers in the following locations:

1. Action Area #8 wall

5.34X BENCH RESTRAINT
Remove bench end bar and install a net system at the forward end of the curbside squad bench to prevent a person seated on the bench seat from traveling forward off the seat and into the f ront cabinetry due to sudden braking. The net system shall be constructed of yellow 2″ webbing and shall be easily detached for cleaning or replacement.

5.35 INTERIOR OXYGEN STORAGE
Install two Zico #QR -D-2/H strapless D -cylinder brackets in the curbside squad bench storage area.

5.36X MEDICATION SAFE
Transfer existing Knox MedVault on shelf of Cabinet #15 , wired battery hot. Disconnect fuse; customer will reconnect at inspection and then disconnect following inspection to prevent any draw from the battery.

Remove rotary timer switch on curbside wall, replace with momentary dome timer switch on gray ABS plate labeled ʺDOME TIMERʺnear the curbside passage door, which shall activate a battery hot timer. Pressing the switch once shall initiate 15 -minute timed operation of the lights. Pressing the switch again shall cancel the timed operation.

The curbside bank of lights shall be automatically activated when the rear or side doors are opened or by the ″DOME TIMER″ switch.

6.17A BASIC EXTERIOR LIGHTING
Transfer and clean lenses of all stop, turn, and back -up lights, clearance lights, and rear lights, replacing any burned-out halogen bulbs or broken lights.

Install two Whelen #C7T Amber Lens Amber LED turn signals with chrome flanges on the rear of the module above the kick panel and below the mid -height M9 flashers, one each on each side of the vehicle over the white striping. Lights shall be programmed with a sequential pattern.

6.18 COMMUNICATIONS EQUIPMENT
The repowering and tuning of the radios shall be the responsibility of the vehicle owner.

Note: Customer to remove auxiliary speaker on rear wall of cab before delivery of vehicle to Braun Northwest.

6.22 BATTERY GROUNDS

6.24 BATTERY MODIFICATION
One used battery shall remain with the trade-in. Install three aftermarket Group 31 Odyssey batteries in Compartment #5, on the roll-out tray.

Install a Newmar BI-200 battery integrator to separate one battery for chassis use only. The integrator shall connect the two battery banks when charging voltage is present. A momentary switch labeled ″BATTERY BOOST″ shall be installed on the driver's console (Section 6.09 related). Pressing the switch shall connect the battery banks for chassis starting purposes.

Connect radio equipment prewires to the module batteries, and cap on terminal end.

6.25A 12VDC POWER SUPPLY
Transfer existing 12VDC receptacles:

1. One in Action Area #8

2. One in Cabinet #19
Transfer Blue Sea switch-style dual USB port with cover on the driver’s console (Section

6.30.04 SCENELIGHTS
Remove four existing 900 halogen scenelights and return to customer (Section 8.0 3 related).

Install four Whelen #M9LZC LED scecenelights with #M9FCZ900 chome 900-to-M9 adapting flanges, two each on the streetside and curbside in the upper corners.

Transfer and clean lenses of existing LR-11 scenelights in rear lightbar. The curbside passage door shall activate the curbside scenelights. The scenelights shall also be controlled by the respective switches on the driver's console (Section 6.09 related).

Install a Firetech 65″L Model FT-B-65B LED brow scene light bar with end floods, center floods and center spot and bracket on the front of the module, under the condenser bracket. Lightbar shall be controlled by the ″FRONT SCENE″ switch on the driver's console (Section 6.09 relate). Bolts shall not protrude more than ¼″ below bar mount.

Install two Whelen Model #NP6BW LED alley lights: one on each side of the condenser bracket, at a 45 -degree angle (Section 5.17 related). Lights shall be controlled by the ″FRONT SCENE″ switch on the driver's console (Section 6.09 related).

6.30.06A INTERSECTION LIGHTS
Transfer and clean lenses of existing chassis and module flashers, replacing any broken lenses.

Install four Whelen Tracer Series #TCRHS1 housings, each with a #TCRLR Clear lens Red LED flasher, in the rub rail channels, two on each side of the module: one forward and one aft of the wheel well on both sides (Section 4.02 related).

Flashers shall be controlled by the ″FLASHER″ switch on the driver’s console (Section

6.09 related).

6.30.08 GRILLE LIGHTS
Remove two WIONSMCR Clear Lens Red LED flashers and return to customer (Section

8.03 relate).

Install two Whelen TLI2D Clear lens Red/Clear LED Super -LED flashers with chrome flanges on the OEM grille.

The siren’s hands-free function shall operate through the OEM horn ring circuit when the sirens rotary selector is in the HF position and the Emergency Master switch is on.

6.30.10A SIREN SPEAKERS
Transfer existing Federal Signal Dynamax siren speakers, with ʺElectric Fʺ grilles.

6.30.14X TRAFFIC ADVISOR
Install a Whelen #TCRHS5 with #TCRLA tracer light traffic advisor on the rear of the module, above the rear passage doors. Install a Whelen #TADCTL1 traffic advisor control head with bracket at the front of the driver's console (Section 6.09 related).

The traffic advisor shall be tied to the emergency master switch and have a random pattern during emergency response mode.

6.31A INVERTER

1.02.20X SECURE IDLE/CHASSIS ANTI-THEFT
Install a Secure Idle system, which allows the key to be removed from the ignition with the engine idling. The Secure Idle system shall be activated by a rocker switch labeled ″ANTI-THEFT″ with integral indicating light installed on the dash, left of the steering wheel. When activated, indicator light will light up and the system will allow the vehicle engine to continue running after the ignition key has been removed but will not allow t he vehicle to move until the key is reinserted.

1.02.31X STATION EXHAUST
Install a collar on the OEM exhaust to allow connection to customer's Plymovent station exhaust system. Exhaust shall be angled 32° toward the rear.

Remove forward two-point seatbelt and forward lower receiver on curbside squad bench and plug holes. Install three sets of yellow two-point automatic locking retractor seatbelts on the curbside squad bench with three additional lower seatbelt buckle ends with stainless steel washers and be set up for use with sit -up or stretcher patients (exact location of belts to be determined at the preconstruction meeting). The attendant seat and CPR seat shall each have a single yellow two-point automatic locking retractor seatbelt.

5.24A CLOCKS

5.26A SHARPS/HAZARDOUS WASTE CONTAINERS
Customer shall be responsible for removing any biohazardous sharps/waste containers from the vehicle before delivery to Braun Northwest.

Transfer existing sharps/waste storage areas in the following locations:
– Aft end of the Action Area #8 countertop, with clear polycarbonate flip-up door Remove sharps/waste container brackets with curbside bench end bar. Install new recessed Becton Dickinson 6.9 qt. sharps container and one 7 qt. waste cont ainer and painted aluminum hinged cover with drop in/thumb holes in forward section of the curbside squad bench (Section 2.10 related). Cover shall have a magnet and steel button to hold open against the wall.

Install a new formed stainless steel bracket for a 7 qt. waste container on the curbside rear passage doorskin, to match #686-R:

5.29A OXYGEN WINDOW
Transfer existing oxygen window on the forward -facing wall at the aft end of the curbside squad bench.

5.32X GLOVE BUTLERS
Transfer two stainless steel bolt -on glove butlers: one in the Action Area, and one above the curbside squad bench.

Install a bolt-on white glove butler in the following locations:

1. Rear streetside passage doorskin (Section 2.09.08 related).

5.34X BENCH RESTRAINT
Remove bench end bar and install a net system at the forward end of the curbside squad bench to prevent a person seated on the bench seat from traveling forward off the seat and into the front cabinetry due to sudden braking. The net system shall be constructed of yellow 2″ webbing and shall be easily detached for cleaning or replacement.

5.35 INTERIOR OXYGEN STORAGE
Install two Zico #QR -D-2/H strapless D -cylinder brackets in the curbside squad bench storage area.

6.14A CABINET LIGHTING
Transfer existing Thinlite fluorescent light above Action Area #8.

6.15A STEP LIGHT
Transfer existing step light, replace any burned out bulbs.

6.16A MODULE INTERIOR LIGHTING
Transfer and clean lenses of existing dome lights.

Remove rotary timer switch on curbside wall, replace with momentary dome timer switch on gray ABS plate labeled ʺDOME TIMERʺ near the curbside passage door, which shall activate a battery hot timer. Pressing the switch once shall initiate 15 -minute timed operation of the lights. Pressing the switch again shall cancel the timed operation.

The curbside bank of lights shall be automatically activated when the rear or side doors are opened or by the ″DOME TIMER″ switch.

6.17A BASIC EXTERIOR LIGHTING
Transfer and clean lenses of all stop, turn, and back -up lights, clearance lights, and rear lights, replacing any burned-out halogen bulbs or broken lights.

6.18 COMMUNICATIONS EQUIPMENT
The repowering and tuning of the radios shall be the responsibility of the vehicle owner.

Note: Customer to remove radios/auxiliary speakers before delivery of vehicle to Braun Northwest.

6.19.01 ANTENNA

6.24 BATTERY MODIFICATION
One used battery shall remain with the trade -in. Install t hree aftermarket Group 31 Odyssey batteries in Compartment #5, on the roll-out tray.

Install a Newmar BI-200 battery integrator to separate one battery for chassis use only.

The integrator shall connect the two battery banks when charging voltage is present. A momentary switch labeled ″BATTERY BOOST″ shall be installed on the driver's console (Section 6.09 related). Pressing the switch shall connect the battery banks for chassis starting purposes.

Connect radio equipment prewires to the module batteries, and cap on terminal end.

6.25A 12VDC POWER SUPPLY
Transfer existing 12VDC receptacles:

1. One in Action Area #8

2. One in Cabinet #19
Transfer Blue Sea switch-style dual USB port with cover on the driver’s console (Section

6.09 related).

Install a Blue Sea dual USB charging port in the Action Area #8 , below the existing 12VDC receptacle.

Power point receptacles and USB charge ports shall be powered from a 12VDC bus that is energized when charging voltage is present on the vehicle batteries.

6.30.03B FLASHERS
Remove six existing 900 halogen flashers and return to customer (Section 8.0 3 related), four red flashers and two amber flashers.

Install four Whelen #M9R Red Lens Red LED flashers with # M9FC900 chrome 900-to- M9 adapting flanges, two on the streetside and curbside in the upper corners.

Install two Whelen #M9A Amber Lens Amber LED flashers with # M9FC900 chrome 900-to-M9 adapting flanges, on the rear of the module at window height.

Install four Whelen #C7LR Red lens Red Super -LED flashers with chrome flanges: two on the rear of the module below the turn arrows, and one each on the aft door s of Compartments #2 and Compartment #3 door, above the door handle of each door.

Install two Whelen PSD02FCR Clear Lens Red/White Duo Super -LED Strip Lite flashers with chrome flanges on the front of the auxiliary condenser bracket on the front of the mod ule (Section 5.17 related). White portion of the condenser flashers shall be controlled with the ʺLIGHTBAR WHITEʺ switch on the driver’s console (Section 6.09 related).

Flashers shall be controlled by the ″FLASHER″ switch on the driver’s console (Section

6.09 related).

6.30.04 SCENELIGHTS
Remove four existing 900 halogen scenelights and return to customer (Section 8.0 3 related).

Install four Whelen #M9LZC LED scecenelights with # M9FCZ900 chome 900-to-M9 adapting flanges, two each on the streetside and curbside in the upper corners.

Install a Firetech 65″L Model FT -B-65B LED brow scene light bar with end floods, center floods and center spot and bracket on the front of the module, under the condenser bracket. Lightbar shall be controlled by the ″FRONT SCENE″ switch on the driver's console (Section 6.09 relate). Bolts shall not protrude more than ¼″ below bar mount.

6.30.06A INTERSECTION LIGHTS
Transfer and clean lenses of existing chassis and module flashers, replacing any broken lenses.

Flashers shall be controlled by the ″FLASHER″ switch on the driver’s console ( Section

6.09 related).

6.30.08 GRILLE LIGHTS
Remove two WIONSMCR Clear Lens Red LED flashers and return to customer (Section

8.03 relate).

Install two Whelen TLI2D Clear lens Red/Clear LED Super -LED flashers with chrome flanges on the OEM grille.

Lights shall be controlled by the ″LIGHTBAR WHITE″ switch on the driver's console (Section 6.09 related, to be confirmed at preconstruction meeting).
