Description/Analysis
Issue Detail: The Department of Community Response (DCR) is recommending contracting with local agencies to provide the greatest level of service, to support the most vulnerable in our community.
Mitigating the Impacts of Homelessness
Forensiclean Disposal
DCR will receive $3,887,480 for the continuation of programs supporting encampment cleanup as part of the Fiscal Year (FY) 2022/23 Approved Budget.
$561,000 has been reserved for disposal costs related to cleanup services. In 2020, Recycling and Solid Waste (RSW) issued RFP# P1915571100, in which Forensiclean was selected to provide cleanup services to the City. DCR has continued contracting with Forensiclean to continue expanding and enhancing mitigation activities, in response to an increased need for these services throughout the City.
Currently, Recycling and Solid Waste has temporarily allowed Forensiclean to utilize their account at the North Area Recovery Station (NARS). As of July 1, 2022, Forensiclean will be responsible for their own account through this Agreement.
Supporting Safer Sites
Safe Choice Security
In March of 2022, DCR contracted with Safe Choice Security to provide security 24-hours/7 days a week to various DCR operated sites. DCR seeks to expand the sites covered and timeline in which services are provided. Security guards employed by Safe Choice receive extensive training in Mental Health Crisis Triage, Cross Cultural Communication, De- escalation, and Trauma Informed Care and Response. Safe Choice provides a non-law enforcement contact as needed to individuals experiencing homelessness. Safe Choice understands the need for trauma informed, culturally competent staff to avoid traumatization of individuals experiencing homelessness.
The Supplemental Agreement will cover an additional two months of services, 24-hours/7 days a week at the following sites:
• Miller Park Safegrounds/ Front St. Safe Parking site
• Meadowview Navigation Center
• X Street Navigation Center (costs are reimbursed to the City by SHRA) • Outreach and Engagement Center
Safe Choice meets with providers at these sites on a weekly basis and has received praise from providers in their ability to aid in moments of need. Safe Choice leadership provides DCR with daily observation reports and has proven to be a strong partner, working in collaboration with both service providers and DCR staff.
As sites and needs are consistently changing, Staff will return to Council with an Agreement for year-round Security services in late July.
Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non-professional services that is for $250,000 or more requires City Council approval.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” and is not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)).
Sustainability: The homeless encampment cleanup services support the safe collection and disposal of waste to reduce impacts on public health and natural resources.
Commission/Committee Action: N/A
Rationale for Recommendation: Services provided by these agreements address the ongoing need for both supportive services for individuals and families experiencing homelessness, and mitigation of the impact homelessness has had on the City.
Time is of the essence in addressing these needs, as current contracts with the agencies in this report expire June 30, 2022.
Financial Considerations: Sufficient funding is available (Measure U Fund, Fund 2401) in the Community Response MYOP (I23000100) to execute the Agreement with Forensiclean in an amount not to exceed $561,000, pending the July 1 load of the FY2022/23 Approved Budget.
Sufficient funding is available (Measure U Fund, Fund 2401) in the Respite Centers Program (I23002000) to execute the Supplemental Agreement with Safe Choice Security in an amount not to exceed $454,000, pending the July 1 load of the FY2022/23 Approved Budget.
Local Business Enterprise (LBE): All businesses and non-profit organizations that the Department of Community Response is partnering with are LBEs in the City of Sacramento.
