Description/Analysis
Issue Detail: The Department of Utilities (DOU), Wastewater & Drainage Division has an ongoing need for removal of overgrown vegetation, trash, and debris that could impede the proper function of the City’s drainage system. For many years, the City of Sacramento and the Sacramento Regional Conservation Corps (SRCC) have worked jointly on clean-ups of vacant lots, commercial corridors, alleys, creeks, drainage canals and flood control utilizing labor from SRCC work crews.
This supplemental agreement will allow DOU to continue to utilize SRCC crews as a cost- effective means of accomplishing this work.
Policy Considerations: This supplemental agreement exceeds the City Managers authority and requires City Council approval.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The activity described in this report has been determined to not be a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The activity is a continuing administrative and maintenance activity [CEQA Guidelines section 15378 (b)] and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].
Sustainability: This project is consistent with the goals and targets of the City’s Sustainability Master Plan by providing exceptional flood protection.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: In June 2020, Council approved City Agreement PRC000952 to provide landscape maintenance and flood control services starting July 1, 2020. Supplemental Agreement No. 1 extended the time of performance through June 30, 2022.
Supplemental Agreement No. 2 will extend the time of performance through June 30, 2024, and add the additional funding needed for SRCC crews to continue to maintain the flood control basins and canals as well as fill and store sandbags in preparation for flood events.
Financial Considerations: Supplemental Agreement No. 2 will extend the time of performance through June 30, 2024, for an amount not-to-exceed $440,000 for a revised not- to-exceed amount of $940,000.
Sufficient funding is available in the DOU’s Fiscal Year (FY) 2022/2023 operating budget in the Storm Drainage Fund (Fund 6011) for this agreement. Funding for future fiscal years shall be subject to funding availability in the budget adopted for the applicable fiscal year(s).
There are no general funds allocated or planned for this project.
Local Business Enterprise (LBE): SRCC is not an LBE. The minimum LBE participation requirement is waived as the City is suspending competitive bidding and utilizing an alternate procurement method to select a vendor.
