League of Women Voters Sac. Co. was proud to support Mayor Steinberg and Council in 2017 in approving community-led reforms to make Sacramento a more accountable city government. We must also assure our boards and commissions are equipped to manage effectively as volunteer members who elevate community voices and advise government. Imposing a hindrance to their work by removing ad hoc committees would limit their normal courses of action, and responsiveness to urgent issues. Forming ad hoc committees is common in California among legislative and advisory bodies. While not subject to the Brown Act, our city's Sunshine Ordinance would signify that reporting back to respective Board or Commission at a public meeting on activities would be in order for enhanced transparency. We ask the proposed city code 2.40.160 (Standing and ad hoc committees. City boards and commissions may not establish standing committees or ad hoc committees) be removed from proposed amendments to city ordinance.

REMOVE THIS ITEM FROM THE CONSENT CALENDAR: The City of Sacramento residents voted and rejected the Strong Mayor concept. The City of Sacramento needs to hold special elections to fill vacant position due to the RE-districting. Speaking as a resident in an RE numbered District I am looking for my representative to be a District 5 elected official and not an appointment by the Mayor. He is clearly too busy to meet with constituents and I am not looking forward to the adverse policies he has proposed in our community. We need to have total business to tobacco, cannabis and gun (TCG) ratios throughout the City of Sacramento. Also the licenses for tobacco, cannabis and guns need to have a review and revocation terms and policies and ratios to total business policies established throughout the City of Sacramento. Some historically underserved districts are seeing a unbalanced ratio of TCG business and an over saturation in comparison to other neighborhoods throughout the City.

Hello Mayor and City Council, my name is Anson Saechao, and I live in District 6 / Glen Elder neighborhood. I am sending this comment on behalf of Sac Kids First and in support of the proposal for a Sacramento Children's Fund. I urge you to VOTE yes on this proposal so that it may be placed on the November 2022 ballot. As a current young adult myself, I have personally been involved with various youth programs, conferences, and events ever since the beginning of middle school. Having this funding would widely support growth in a variety of ways in which I personally have identified with. I've continued to grow and give back to my community by continuing my educational pipeline because the people involved in my youth have fostered that importance of higher education in me. I can't imagine my community without this type of support because of lack of funds, and I truly hope that it could be placed onto the ballot to reach of our goal of continuous support.

I’m Kao Y e Thao and a resident of D2. For us to move the needle, our communities need bold investments like the Sacramento Children’s Fund. Creating a stable, long term funding stream for children and youth services is a huge step in the right direction towards equity for our most marginalized communities. As a first gen. Hmong- American youth growing up in South Sac, I was well aware from a young age of the lack of resources and opportunities afforded to us simply because of where we lived and our low income. My life has come full circle. In my current work with HIP , I support and work to empower Southeast Asian youth. I hear about their struggles, which sadly doesn’t differ much from mines in the past. In fact, in CA, Hmong Americans have one of the highest poverty rates among AAPI groups and more than 1 in 4 Hmong American adults have less than a high school education (AAPI Data, 2022). Investment in our young people is critical to addressing these disparities. Please vote YES!

Good evening Mayor Steinberg, Vice-Mayor Ashby and members of Sacramento City Council; My name is Nancy Xiong. I live in D7 and I am the Executive Director of Hmong Innovating Politics and we are a partner organization with Sac Kids First. I am calling tonight in support of the proposal for a Sacramento Children’s Fund. Hmong and SEAA youth have had to endure generational trauma (a byproduct of being the children of refugees displaced by war and genocide), the lack of access to institutional support and public resources and the perpetuation of the model minority myth that masks the socioeconomic disparities they have had to endure. Since the pandemic started, HIP has had to increase our mental health support and healing for our Hmong and SEAA youth – up to this point, most of our youth programs had little to no funding from a sustainable source. I am urging the council to move forward and vote YES with putting this critical initiative on the November ballot.

Hello Mayor and City Council,
My name is Y ee Thao (she/her/hers) and I live in the borderline of Sacramento & Elk Grove. I am sending this email on behalf of Sac Kids First and in support of the proposal for a Sacramento Children's Fund as a youth. I urge you to VOTE YES on this proposal so that it may be placed on the November 2022 ballot.

As a first generation youth who was born and raised in Sacramento, this Y outh Fund is incredibly significant to my wellness and many other youth members of the Sacramento community. In addition to enabling more accessible youth community resources (in the form of career development & self-exploration), these funds can allocate opportunities for equitable services that continue to foster youth in a positive direction. I am a youth who needs financial support, professional experiences, and mental health services to survive and succeed in the present and future. I would like the city of Sacramento to put Sacramento kids first. Thank you.

As a resident of District 7, Item #26 is critical both to youth and our efforts to address the existential threat of global warming. Y outh are already experiencing mental health stress due to the climate crisis (stress, anxiety, hopelessness, despair). They will also continue to face the dire consequences of our lack of immediate climate action. Because this ties up substantial General Funds for decades, we need more EXPLICIT efforts to engage youth in climate action and mitigation. This means support for youth educational and career opportunities, paid internships, more green outdoor spaces, climate-related volunteer activities, safe walking and cycling routes to school. I urge you to broaden the language by adding a section (G) that reads "and other services and programs that address the correlation between youth mental health and wellness and climate change." Please either add this or hold this item over to reconsider. Thank you, Steve Wirtz [email protected] 95831 Rosie Yacoub

Climate change is an urgent threat to all of us, but especially to our youth, who are most vulnerable to its devastating effects on physical and mental health. Creating a dedicated revenue stream for youth that fails to integrate climate (other than a nod to pathways for green jobs) is shortsighted. The youth fund should allow for programs at the intersection of youth and climate change - green spaces, safe transit, air quality, walking and cycling routes to school.. And it should include programs to promote hope and a sense of purpose by actively engaging our youth in climate projects and stewardship programs. This council has repeatedly thrown up its hands and declared there is “no money” for climate. Y et here is a revenue stream that could fund two crises at once – our children’s well- being and climate change. If council is going to tie up millions of dollars annually for youth, then it must dedicate funds to the overwhelming climate challenge that our youth face.

It's bizarre to dedicate ongoing funds to children's programs without ensuring children have a viable place to live in the future. Funding climate action IS a program for youth. Our children already suffer health problems from pollution from autos and industry. They know it’s getting worse -- more months each year they can’t go outside due to extreme heat and/or smoke from wildfires. No after-school soccer when the air is filled with smoke. No Camp Sacramento when the forests are on fire. No biking in summer (or spring or fall) with temperatures over 100 degrees. No wonder our youth are experiencing stress, anxiety, hopelessness and despair tied to climate disasters! If the Council ties up General Fund dollars for decades in the name of 'youth' -- it must dedicate those dollars towards the multiple crises and emergencies our youth face. I urge you to dedicate funding directly to youth, AND AN EQUAL AMOUNT DIRECTL Y TO CLIMATE ACTION. Our youths' future.

Please amend the staff report to reflect the districts that have benefitted from WOW. This is not a "citywide" program, and should not be identified or treated that way. thank you.

This issue is important to me because I have two kids, and recently listened to one of them being interviewed about climate anxiety. Climate change has been a concern I have focused on for a while .because of my kids, but hearing my daughter actually expressing her concerns put it into sharp focus for me. She is worrying about drought and fire and where she should live or go to college. There are concerns I have that I literally will not talk about with them, even though they are teenagers. Concerns about what happens to the price of food, and what it means when more communities are living in majority scarcity. Concerns about whether California's grid functions when the Central Valley has summertime temperatures like Phoenix.

I appreciate that the proposed charter language would allow the services to include "career pathways that advance the city's climate-action goals."

But the intersection between climate change and youth mental health and wellness is so much broader - and would include things like more green outdoor spaces (including improving tree canopy in underserved neighborhoods), climate-related volunteer activities in the community, safe walking and cycling routes to school, and working towards making the City's response to climate change happens in a shorter timeframe. When we start seeing as a community and society that we are making substantive strides forward, that has to help with anxiety of our youth, and inspires them to further action, which should result in further successful reductions in GHG. Adopting a "we can do it" mindset is crucial at this time, and inspiring youth to carry this attitude is important.

If the council is making the decision to tie up a substantial amount of General Fund dollars for decades into the future, it must dedicate those dollars towards the multiple crises and emergencies our youth face.

I urge you to broaden the language to further reflect the integration between our youth's mental wellness and climate, by adding a section (G) that reads "and other services and programs that address the correlation between youth mental health and wellness and climate change."

Funding these projects will help us achieve many of the city’s youth and climate goals at once.

If you cannot make this improvement at the July 19 meeting, please hold this item over to take a closer look at the possibilities to achieve even more.
