Issue Detail: On September 14, 2021, City Council adopted the Mayor’s proposed ARPA Framework and Funding Priorities and directed the City Manager, City Attorney, City Auditor, City Treasurer, and City Clerk to implement City Council direction consistent with the adopted ARPA Framework. The adopted Framework included a $550,000 allocation to the Center for Workers’ Rights (CWR) to continue the Coronavirus Job Protection Helpline. This allocation is consistent with federal ARPA guidance for responding to the negative economic impacts of the COVID-19 public health emergency by providing assistance to impacted households, in particular under Expenditure Category 2.10:
Negative Economic Impacts: Assistance to Households: Assistance to Unemployed or Underemployed Workers (e.g. job training, subsidized employment, employment supports or incentives) (U.S. Department of Treasury Compliance and Reporting Guidance, State and Local City of Sacramento Page 1 of 3

Fiscal Recovery Funds).
On October 19, 2021, City Council adopted Resolution No. 2021-0313, which authorized the City Manager or City Manager’s designee to accept $112.2 million of American Rescue Plan Act of 2021 (ARPA) funding; establish the ARPA Reinvestment Fund (Fund 1003); and allocate $112.2 million of ARPA funds to provide government services and budget the resulting available resources in the ARPA Reinvestment Fund to assist with the recovery and reopening resulting from the impacts of COVID-19. This action included the budget appropriation of the $550,000 for the CWR.
The CWR is a non-profit organization based in Sacramento that strives to improve working conditions, reduce barriers to securing employment, and remedy workplace injustices for low-wage workers. In March 2020, at the request of the Mayor and City Council of Sacramento, CWR launched the Coronavirus Job Protection Helpline (916-905-1625) which received more than 24,000 calls in its first year from workers with questions related to the impact of the pandemic on their workplace rights and benefits. CWR received calls from workers concerned over the lack of proper PPE, inconsistent employer policies for safety, and barriers in accessing paid sick leave and other wage replacement and job protection programs. CWR offers one-on-one consultations for workers on these issues and representation for workers in unemployment benefits appeals hearings, labor commissioner wage claims, and discrimination claims before administrative agencies. CWR is open to all workers and assists those workers most vulnerable to workplace abuse, including pregnant women, caregivers, people of color, non-English speakers, and members of the LGBTQ community.
Policy Considerations: The City continues to be impacted by the global pandemic. Executing the Grant Agreement with CWR is consistent with City Council’s adopted ARPA Framework and Funding Priorities.
Economic Impacts: The CWR Coronavirus Job Protection Helpline continues to be a critical tool to assist Sacramento residents economically impacted by the COVID-19 Pandemic.
Environmental Considerations:
California Environmental Quality Act (CEQA): The proposed action is not a project under CEQA because it relates to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (Cal. Code Regs., tit. 14, §§15060(c)(3), 15378(b)(4)).
