Description/Analysis
Issue Detail: The City will partner with Sacramento Unified School District and Sacramento Republic Soccer to convert the existing tennis courts at Susan B. Anthony School into two futsal courts. Susan B. Anthony Park is located within District 8 at 7880 Detroit Street. The existing tennis courts are in disrepair and closed to public access. The project will include removal of tennis court equipment, an asphalt overlay with color coating, striping and futsal goals.

The Meadowview Restroom Renovation project was intended to place automatic locks on the existing restroom. City staff worked with an Architect to determine that this was not feasible without extensive modifications to the perimeter walls and roofing, which added significant costs to the project. Existing conditions would not allow for additional of automatic locks and meet accessibility requirements. Staff recommends keeping the manual locks on the doors and cancel this project.

The funds will be reallocated to the Anthony Park Futsal project.

Policy Considerations: As stated in City Council Resolution No. 2022-0198, Section 10.2 City Council approval is required to establish and cancel CIP projects.

Utilizing Park Impact Fees (PIF), Fund 3204, to augment project budgets is consistent with Sacramento City Code Section 18.56.230 as these funds will be used to:
“Finance the design,
construction, installation, improvement, and acquisition of … regional and citywide park facilities located anywhere in the city.”
Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns fiscal activities that do not constitute a "project" as defined by the CEQA Guidelines Section 15378(b)(4).

Environmental review of the park projects will occur after design and before construction is authorized.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The Department, in partnership with the school district and Sacramento Republic has identified a need and urgency for conversion of existing tennis courts to futsal courts at Anthony Park. Funding that was previously allocated to Restroom Renovations at Meadowview will be used to expedite the court conversion.

Financial Considerations: There are adequate financial resources to transfer $158,837 from the Meadowview Restroom Renovation Project (L19146600)(Fund 3402) to Anthony Park Futsal and Minor Improvements (L19106500)
Local Business Enterprise (LBE): Not applicable.
