Description/Analysis
Issue Detail: The project will transform Franklin Boulevard between Sutterville Road/12th Avenue and the City/County limits near 38th Avenue into a “complete street” which serves all modes of transportation. Franklin Boulevard currently has four travel lanes, a center turn lane, and no bicycle lanes. The existing sidewalks have no landscaping or City street trees, and the pedestrian crossings of the street are long. This project will reduce the number of travel lanes to two, with a center turn lane, and install Class IV separated bikeways, trees and landscaping, pedestrian-scale lighting, Americans with Disabilities Act (ADA)-compliant sidewalk and curb ramps, and on-street parking where appropriate.
In February 2020, the City Council adopted the Franklin Boulevard Complete Street Plan, Mitigated Negative Declaration and Mitigation Monitoring Plan. For the purposes of obtaining grant funding for design, right of way, and construction, the project limits were separated into segments:

· Segment 1, between Sutterville Road/12th Avenue and 19th Avenue, was awarded federal funding for the preparation of plans, specifications and estimates (PS&E) through the Sacramento Area Council of Governments (SACOG) Community Design program.
Additional funding for right of way services was provided through Community Development Block Grant (CDBG) funding allocation.
· Segment 2, between 19th Avenue and 32nd Avenue, was awarded State funding through the Active Transportation Program for preparation of plans, specifications, and estimates, and right of way services.
· Segment 3, between 32nd Avenue and 38th Avenue, does not have yet have funding identified for the preparation of final design or right of way phases.
In 2021, the project was awarded funding for construction through several competitive programs:
· The Active Transportation Program awarded $9,323,000 for construction funding for the combined Segment 1 and Segment 2 limits. The Franklin Boulevard Complete Street project was ranked as the #1 application out of over 400 projects in the statewide competition.
· SACOG awarded $5,411,000 of federal funds and $750,000 of matching Smart Growth Incentive Program funds through their Community Design and Regional Maintenance and Modernization Programs for the combined Segment 1 and Segment 2 limits. · SACOG had previously awarded $3,000,000 for construction as part of a previous Community Design funding round for the Segment 1 limits.
The final design and right of way services for both Segment 1 and Segment 2 will be performed under the same professional services agreement. In July 2021, a solicitation for professional services was advertised to competitively select a consulting firm to provide final design and right of way services. The panel was comprised of Public Works staff and a representative from SACOG.
The City received one submittal, from Bennett Engineering Services. The panel reviewed and ranked the proposal, interviewed the consultant team and determined that the team is well-suited to provide the services for the project. Because only one team submitted a proposal, the City prepared a Public Interest Finding to award the contract as part of a non-competitive procurement, which was approved by Caltrans.
Staff recommends executing a professional services agreement for preparation of PS&E and right of way with Bennett Engineering Services in an amount not to exceed $2,224,229.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:
M1.2.1 - Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and City of Sacramento Page 2 of 4

increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
These improvements will accommodate cyclists of varying experience levels and abilities and increase overall ridership.
In accordance with the Sacramento City Code Section 4.04.020 and Council’s Rules of Procedure (Chapter 7, Section E.2.d) unless waived by a 2/3 vote of the City Council, all agreements greater than $1,000,000 shall be posted on the City’s website and be made available to the public at least 10 days prior to council action. This item was published for 10-day review on July 6, 2022, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA):
The City Council adopted the Franklin Boulevard Complete Street Mitigated Negative Declaration and Mitigation Monitoring Plan on February 4, 2020.
National Environmental Policy Act (NEPA): Caltrans issued a Categorical Exclusion for the Franklin Boulevard Complete Street project on March 16, 2020.
Sustainability: The recommended action supports City sustainability goals. The transportation sector accounts for 56% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would implement the Climate Action Plan by providing enhanced pedestrian and bicycle connections.
Commission/Committee Action: Staff presented the project to the Active Transportation Commission on February 16, 2017, and November 9, 2017 as an informational briefing.
Rationale for Recommendation: The Franklin Boulevard Complete Street project will improve mobility for pedestrians and bicyclists.
On July 21, 2021, the Department of Public Works advertised a Request for Proposals (RFP) for the competitive selection of a consultant firm. The scope of services included the preparation of PS&E and right of way services. The City received one consultant proposal in response to the RFP. The selection panel included City staff representatives from the Depart of Public Works and a representative from SACOG.
The panel reviewed, scored, and ranked
the proposal in accordance with the criteria outlined in the RFP, and concurred that the team is qualified and well-suited to perform the professional services.
Based on a review of the proposal and the subsequent interview, the selection panel unanimously recommended Bennett Engineering Services to be selected to perform these professional services.

Approval from the City Council is required to execute a Professional Services Agreement with Bennett Engineering Services.
Financial Considerations: The estimated project cost to complete PS&E and right of way for the Franklin Boulevard Complete Street project is approximately $4.3 million. There is sufficient funding in the Franklin Boulevard Complete Street Project (T15165500) to award the professional services agreement for environmental clearance and final design to Bennett Engineering Services for a not- to-exceed amount of $2,224,229.
Local Business Enterprise (LBE): This is a federally funded project, therefore the City’s LBE policy is held in abeyance. Disadvantaged Business Enterprise (DBE) federal policy applies. Bennett Engineering Services pledged to exceed the DBE goal of 18% for this project.
