2-Supplemental Agreement #5
Description/Analysis
Issue Detail: The Community Development Department (CDD) has an agreement with Raney Planning & Management, Inc. (2018-0404) to provide planning services for the processing of planning application files. The need for planning services has already exceeded the current amount of the existing agreement and supplemental agreements. CDD is requesting the City Council to approve supplemental agreement # 5 to increase the contract amount by $70,000 to a not-to-exceed amount of $405,000.
Policy Considerations: The recommendations in this report are consistent with Administrative Policy-4101, Procurement of Professional Services and Title 3 of the Sacramento City Code.
Economic Impacts: Not applicable.

Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines 15060(c)(3)).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The volume of development projects submitted has continually been higher than anticipated due to staff shortages. The consultant work is intended to address this temporary increase in workload and staffing shortages to allow the City to timely process these planning applications. Without the consultant, there is a deterioration in service response time to an unacceptable level. On-call planning consultant services provide the flexibility to augment staffing levels as needed when there is an increase in development activity and peak workloads in the interim.
Financial Considerations: There are sufficient funds in the Community Development Department’s Fiscal Year 2021/22 operating budget to fund the contract supplement of $70,000.
Local Business Enterprise (LBE): Raney Planning & Management, Inc. meets the LBE requirements.
Background: The original contract, 2018-0404, in a not-to-exceed amount of $60,000 was approved on March 20, 2018. However, the volume of projects continued to be higher than anticipated, so Supplemental Agreement #1 was approved by City Council on September 4, 2018. Supplemental Agreement #1 increased the amount of the contract by $250,000 to a not-to-exceed amount of $310,000. The subsequent supplemental agreements extended the time period of the services, while Supplemental Agreement #4 also increased the amount of the contract by $25,000 to a new not-to- exceed amount of $335,000.
A new contract with Raney Planning and Management, Inc. was executed on June 16, 2022 for three years. This Supplemental Agreement #5 will finish all the work that was completed on contract #2018-0404.
