Law & Legislation should uphold their own policies, ordinances and resolutions as well as the State and federal guideline. I find it concerning to remind you of this fact and I am seeing old bids and contracts not only being extended but increased by in some cases 500% above the original award. I am concerned about the omnibus bills being pushed through on today’s agenda and I am looking for those who have a fiduciary responsibility to their constituents to reject things that violate policy, laws, ordinances and acts. Please refer to your ordinance concerning contract below $250k and above $250k. When a contract starts and is awarded at $70k and then jumps to a do not exceed amount of $403k or above I believe you are violating policies put in place by the City of Sacramento and audits need to be performed on such contractual agreements. The phasing for the graywater requirements doesn't match the phasing for the new building electrification ordinance, and is smaller in scope, so it is not providing the just transition the pipefitters union was asking for:
some requirements should take effect in 2023. Additionally, not including residential in the initial phase during a period of repeated, long-term drought substantially reduces the potential decrease in water use. Consider if there are residential landscape applications that don't require extensive treatment systems that can be implemented sooner. Our city is home to an architect firm, ArchNexus, that may have examples of working systems of interest in their building on 10th and R.

Looking for the City of Sacramento to follow its policies and ordinances as it relates to spending dollars over $250k and I am looking for audits to be performed on all City contracts over $250k. Any contract that has been supplemented and exceeds the $250k mark needs to be audited to determine if the contract violated the LBE ordinance and/or program. Sole sourcing initial contracts and supplementing them past the due not exceed amount of $250k I believe breaches the City of Sacramento ordinances and audits need to be performed on all City of Sacramento contracts exceeding $1,000,000.
