REMOVE THIS ITEM FROM THE CONSENT CALENDAR FOR MORE DISCUSSION- Again this is an example of sole sourcing taking a contract from $10,652 to $886,993. Again this supplemental contract without a bid process violates the City’s ordinance and policies. This act requires additional discussion and an explanation and presentation.

REMOVE FROM THE CONSENT CALENDAR FOR DISCUSSION- I find this ironic and concerning that grant funding available for safe roads and bridges are not benefiting all Districts in Sacramento, but just District 2, 3 &

4. The discussion last week about cannabis taxes should not be designated by District. This same thinking should occur with any funds coming into the City of Sacramento. Are any of these grant funds LAIF? What grant sourced these funds and is their a history of allocation throughout the term of the grant funds for safe roads and bridges.

Funding for improvements in the Northgate and Gardenland Community are long overdue. The ARPA funding allocation is a step in the right direction for a community that has been overlooked and underserved for many years, especially at the northern end of Northgate Blvd. A specific allocation of these ARPA funds should be directed for planning and design of a community center and/or park for the vacant city owned lots at Northgate Blvd. and Patio Street. These vacant lots are directly in front of Garden Valley Elementary School. For years, these vacant lots have been unattended by the city and filled with garbage, debris and homeless encampments.

The Garden Valley and Patio neighborhood has no park within walking distance for children. Additionally, such an amenity would be a beautiful entrance for Northgate Blvd for those entering from the north.

REMOVE THIS ITEM FROM THE CONSENT CALENDAR FOR DISCUSSION AND ADDITIONAL CLARIFICATION- I understand the election results from June 2022 attached. It appears the District 7 candidate ran unopposed. All candidates need to comply with the new Redistricting lines finalized in 2021 also attached.

Need council to clarify the November election will adhere to the results indicated in the attachment below.

REMOVE THIS ITEM FROM THE CONSENT CALENDAR FOR ADDITIONAL DISCUSSION - Are LAIF involved in addition to ARPARF involved with this item? Are RFP and grant opportunities going to become available to the non-profit and for profit community? Can staff and the council make the opportunities available to the PUBLIC? Failure to to correct employee performance only results in failure to serve the community. According to this report the Police Department had 279 sustained complaints, but only 51 instances of discipline. The Fire Department had 55 sustained complaints but only 15 instances of discipline. The City Council should request a report back within 45 days. Why both Departments are not taking corrective action and discipline when a complaint has been sustained? Failure by either City Manager, Police Chief, Fire Chief, OPSA, City Attorney, or City Auditor only allows employees to continue to not serve the City of Sacramento in a Professional manner.

The ordinance as written does not include the Creative Economy. The Creative Edge Plan that the city adopted, calls for the restoration of TOT funding for the arts as a part of creating a stable, ongoing investment in the arts.

Recommending an addition to Section One, item 2 :
“Planning and Implementation, of economic development projects and programs that build: cultural experiences, creative economy, and local jobs. “
Here is a good read on how Creative Economy, Arts, and Tourism work together. https://www.austintexas.gov/sites/default/files/files/Redevelopment/0901arts_economy_nga.pdf Agenda Item: eComments for 24. As a citizen of Sacramento County I am outraged that you have the intent to place a homeless encampment between a park and the Children's Receiving home. Within the last two weeks you established areas that will not allow homeless to establish a gathering homeless site: ALLOWED.

1. Not in a street

2. Not on a sidewalk

3. Not by a K-12 School

4. Not within 1000 ft of a playground

5. Not within 500 ft of a waterway

6. Not within 1000 ft of a daycare
Y ou establish the rules and the immediately break them by establishing an encampment. Mayor Steinberg made a with Serna, Loloee and Denham to not establish an encampment and then broke that agreement. This site must not be established as it puts the children of the home and individuals using the park. How can this council prioritize needs of homeless ahead of the safety of children in our community.

This is a terrible idea not only because it’s right next to the childrens receiving home, but even more so because it’s directly adjacent to residential neighborhoods and very close to public schools. The crime rate is already going up at an incredible rate in these neighborhoods. Homeless people are only going to hang around this respite center and take advantage of the nearby residential neighborhoods and people who live there. I’ve already had to put a big fence around my whole house. And put security cameras everywhere. Because people are creeping the streets breaking into our vehicles trying to come into our homes. Now you just want to give them a reason to hang out in our neighborhood. Why don’t you put one of these respite centers up near your house in your neighborhood. Rather than ours.

2 e· •STATE~ENT 'OFPURPOSE, MAJOR ACTIVITIES
AND PROGRAMS OF PEOPLE REACHING OUT, INC.

PEOPLE REACHING OUT, INC. is designed to provide suppqrtive, education~l and referral services dealing with the em~tional~ , physical, and spiritual well being of youth ~rid theirfamilr~s.

The Center's services,are available with no cost or restrictions on client eligibility. These services include:

1. To provide paraprofessional counseling for youth and adults befoie a serious drug, alcohol, or behavioral
problem ariaes1

2. To assist in preventing or deterring drug, alcohol, or communication problems by providing information,
educational materials, and community forums at no cost;

3. To assist youth and adults in identifying difficulties, and begin developing alternatives;

4. To provide an extensively researched referral service when other specialized or professional services are
appropriate.

PEOPLE REACHING OUT, INC. is 90% volunteer based. The
carefully trained and dedicated volunteers make a positive and caring statement to the community. The Center is open 5 days a week, with evening and'weekend appointments available.

PEOPLE REACHING OUT, INC. finds its referrals coming from county and state agencies, the police and sheriff's departments, various school districts, three military bases, the probation department, as well as concerned neighbors and friends. \
In the past, there has been a much felt void for an interim or preventive,support system for young people and/or their, families. With numerous federal and state budget cuts, the preventive and interim services available are almost non- existent. Handling a concern before it becomes dramatic, disruptive or illegal is good business.

STATEMENT OF FUND-RAISING ACTIVITY
PEOPLE REACHING OUT, INC. will procure funding equitably from thre~ areas. Approximately one-third of its support will be derived from foundation and grant support.
