1-Description/Analysis
2-Change Order No. 5 to Contract No. 2021-1257
Description/Analysis
Issue Detail: Matsui Robert T. Matsui Waterfront Park is a 2.1-acre community park located at 450 Jibboom Street, in Council District 4.
On November 16, 2021, the contract with TJR Resources, Inc. for the Matsui Park Access Project (L19911200) for 0.34-acre of park renovation in the amount of $798,332 was executed. The work consists of renovation of 0.34 +/- acres of the existing park and will include temporary construction City of Sacramento Page 1 of 3

fencing, erosion control, clearing and grubbing, demolition, grading and drainage, concrete retaining walls, access ramps, concrete walkways, stairs, decorative guard rails and handrails, water efficient irrigation system, no-mow fescue, low water use landscaping, bark mulch areas, three ornamental flowering cherry trees, an electrical system, and flush mounted LED wall lighting along the stairs and access ramps.
Change Order No. 5 in the amount of $10,652 is needed for the contractor to place a 3” irrigation mainline to the point of connection and to modify guard rail panels due to retaining wall layout revisions which was changed due to site conditions and is needed to complete the access improvements.
An additional amount of $10,652 will increase the contract amount to $886,993 which requires Council approval because the total amount of this fifth change order exceeds the City Manager’s change order authority of 10% of the original contract price or a total of $79,833. Change orders 1-4 totaling $78,009 was within the City Manager’s authority. The Access improvements are expected to be complete by the end of July 2022.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required for change orders in total that exceed 10% of the original contract amount.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): The community park project has been reviewed for compliance with the requirements of the CEQA as part of the Robert T. Matsui Waterfront Park Master Plan Amendment project.
Sustainability: The Matsui Park Access Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly Landscaping Program practices by using water efficient irrigation controlled by the centralized irrigation system, and water/energy efficient appliances.
Commission/Committee Action: Not applicable.

File ID: 2022-01328 7/26/2022 Consent Item 02.
Rationale for Recommendation: Approval of Change Order No. 5 is necessary to complete the access improvement project.
Financial Considerations: Sufficient funding is available in the Matsui Park Access Project (L19911200) to execute Change Order No. 5 in the amount of $10,652 with TJR Resources, Inc.
Local Business Enterprise (LBE): TJR Resources, Inc. exceeded the 5% LBE participation requirement.

Split the two large panels into two equal sized panels. 1 Tom Murphy

Subject: remaining panels at Matsui
Hi guys,
Below is a picture of 1 of the 2 larger areas that need to be made due to the wall change. My question is do you want me to split the large section in 2 and have 2 equal panels at these two locations or would you rather I put a full size panel and then 1 custom panel at the end that is smaller.
If we have 2 equal size panels this will result in 5 panels being made. Or using the full size then 1 small panel would result in 3 panels made. Let me know.
