Description/Analysis
Issue Detail: Staff recommends Council award a construction contract to CSI Engineering, to replace over 2,000 linear feet of storm drain mainline pipe between the railroad tracks and Franklin Boulevard, as well as manholes, drainage inlets, and associated drainage inlet lead pipelines.
Regular video inspection of the pipeline performed by City staff revealed that a portion of the existing pipe within Fruitridge Road is failed in that it is partly crushed and filled with debris, which has reduced the ability of the system to adequately convey storm water. Based on the age and material of the existing pipe, it was decided that full replacement is necessary. Further investigation of the City of Sacramento Page 1 of 3

system also revealed the necessity of installing a manhole adjacent to a concrete junction box as it cannot currently be accessed for cleaning. The manhole will provide that access.
Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. The action requested conforms with City Code Chapter 3.60, Articles I and III, which provide for award of competitively bid contacts to the lowest responsible bidder. The project scope of replacing over 2,000 linear feet of storm drain mainline pipe in Fruitridge Road between the railroad tracks and Franklin Boulevard, as well as manholes and drainage inlets and associated drainage inlet lead pipelines, is consistent with the criteria set forth in the Department of Utilities’ Capital Improvement Programming Guide to rehabilitate, replace, and expand critical infrastructure to ensure reliability and safety of the City’s drainage conveyance system. This item as published for 10-day review on July 14, 2022, in compliance with the City Code.
Economic Impacts: This project is expected to create 5.98 total jobs (3.44 direct jobs and 2.54 jobs through indirect and induced activities) and create $923,380.22 in total economic output ($582,013.61 of direct output and another $341,366.61 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The subject projects were reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA).
The projects include replacing existing storm drain mains and associated appurtenances and inlets (utility systems) involving negligible expansion of capacity (CEQA Guidelines Section 15302 (c)).
Sustainability: The proposed project is consistent with the 2035 General Plan <https://www.cityofsacramento.org/Community-Development/Resources/Online-Library/2035-- as it improves infrastructure reliability, by replacing damaged, substandard and impaired drainage system with one that meets current city standards and will efficiently convey stormwater.
Commission/Committee Action: Not applicable.

Rationale for Recommendation: The project was advertised, and five bids were received and opened on June 1, 2022. CSI Engineering was the lowest responsible bidder.
The bid results are as follows:
Contractor Amount
CSI Engineering $1,495,510
Subterra Construction, Inc. $1,960,150
Steve P. Rados, Inc. $2,422,000
Mozingo Construction, Inc. $2,799,000
McGuire And Hester $3,490,290
The Engineer’s construction cost estimate was $1,222,680.
Financial Considerations: Sufficient funds exist in the Drainage System Repair and Rehabilitation Program (W14170100) to award a contract to CSI Engineering for an amount not-to-exceed $1,495,510 (Storm Drainage Fund, Fund 6011).
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): CSI Engineering is an LBE.
