1-Description/Analysis
Description/Analysis
Issue Detail: In Fiscal Year 2017-18, Council unanimously adopted a plan seeking cohesion across the multiple intersecting systems and growing priorities impacting young people. By winter 2018, the Youth Development Project Manager (YDPM) convened the Sacramento Fire and Police Departments, as well as the Youth, Parks and Community Enrichment (YPCE) Department, also known as the “Big 3 Departments” (Big 3) as an interdepartmental advisory/work group to support integration of a Citywide Youth Plan. Recognizing the value of this collaborative partnership, the Sacramento Public Library joined the Big 3 in 2019. Moreover, due in part to the support and City of Sacramento Page 1 of 3

advocacy of Big 3 members, the City Council approved four staff positions for the YDPM in the FY 21 -22 budget in order to establish and build out an Office of Youth Development charged with implementing the City’s first continuous quality improvement system for youth investments. The creation of Office of Youth Development continues. The Big 3 currently consists of managers from the following areas as follows:
• Economic Development, Office of Youth Development
• Sacramento Fire Department, Diversity, Outreach & Recruitment • Sacramento Police Department, Outreach & Engagement
• Sacramento Public Library, Youth Services and Early Learning & Development • YPCE, Youth Division
While these efforts are necessary to address the emerging needs of youth in response to the global pandemic, in addition to the original goal of developing a citywide focus on youth, the global pandemic brought even more focus on the needs or areas of improvement for youth. This presentation provides an overview of the Sacramento Fire Department’s (SacFD) Diversity, Outreach, & Recruitment (DOR) Program. The presentation will highlight the efforts of the DOR program intersecting work to advance workforce equity called c multi-year Race & Gender Equity Action Plan (RGEAP) launched in 2021, including department efforts of the SacFD equity team and ACED-IT.
These multiple efforts are designed and intended to not only create career pathways and pipelines to fire service but are also focused on informing strategies that strengthen infrastructure for current workforce retention and support the design to address systemic and cultural challenges around sustained workplace inclusion, continuous staff capacity building on diversity, equity, inclusion, and data-informed strategies on workforce equity.
As evidenced by this presentation, the DOR team are undertaking systems transformative work. Yet, given the ongoing impacts of COVID-19 and the increasing diversity of our residents, the needs, complexity, and priorities will continue to increase. Consequently, it is especially critical for the City to remain vigilant and proactive by consistently assessing, continuously providing staff capacity building, and investment of transparent Citywide processes.
Policy Considerations: Extensive research exists demonstrating that an intentional, intersectional approach to systemic inclusion (comprehensively addressing all barriers in the talent process and decision-making mechanisms) while creating systems that include the most marginalized and those identifying with multiple marginalized groups is the fastest way for sustained positive workforce outcomes. The SacFD closely follows the RGEAP 2020-2025. Specifically, the following four outcomes: #2 (Outreach - Youth Education), #3 (Outreach - Pipeline), Outcome #13 Workforce Development & Training, and Outcome #14 Retention.
Economic Impacts: None.
