Additional Description/Analysis
Issue Detail: As part of the approved FY23 budget, $1.3 million was allocated for Youth PopUps. In July 2022, the City Manager concluded that it would be a prudent business practice to put this program investment out to bid. On July 27, 2022 the City released a Request for Proposals (RFP) for the (Youth PopUps) newly rebranded #SacTownYouthNights Grant Program. The Grant Program aims to support youth-serving non-profit community-based organizations (CBOs) in Sacramento with $1.3 million to host bi-monthly drop-in events for youth in priority neighborhoods on Friday and Saturday nights from September - December 2022.
To ensure youth drop-in events did not cease entirely this summer, the City also selected seven City of Sacramento Page 1 of 3

trusted community-based organization partners, well known for providing quality programs in priority neighborhoods designated by the Office of Violence Prevention, to host youth drop-in events in July and August.
The Professional Services Agreement with Impact Foundry will provide administrative and fiscal oversight and technical assistance for non-profit community-based organizations selected by the City to fulfill standard service delivery requirements for Summer 2022 youth drop-in events and the Fall 2022 #SacTownYouthNights Grant Program.
Given the directive in late-July to release the RFP for service delivery to begin September 1, 2022, staff recommends waiving Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) in order to expedite the finalization of this Professional Services Agreement.
Impact Foundry (formerly known as the Nonprofit Resource Center) is Northern California's Nonprofit Resource Center and has been providing comprehensive services and support to nonprofit organizations in the Sacramento region since 1989. Impact Foundry offers training, resources, and sustainability consulting for nonprofits. Impact Foundry’s mission is to “contribute to an effective and equitable social sector by providing best-practice training and technical assistance, and by bringing the four sectors of business, government, philanthropy and nonprofits together for meaningful collaboration.”
Policy Considerations: The recommendation in this report is consistent with City Code Chapter
3.64 regarding contracting for professional services and AP-4102. The youth drop-in events model, #SacTownYouthWorks, is aligned with and supported by the Citywide Youth Development Plan intended to guide the City in the design, evaluation and implementation of its children and youth program investments. The recommendation is also consistent with the Framework for Inclusive Economic & Community Development.
Economic Impacts: There is vast research demonstrating that investing in young people, especially through evidence informed youth development approaches, oftentimes has long-term impacts both on an individual’s future outcomes and on the public in the form of broader tax base.
Environmental Considerations: This report concerns administrative activities that do not constitute a “project” as defined by the CEQA (CEQA Guidelines Section 15378(b)(2) (Title 14 Cal. Code Reg. 15000 et seq.)).
Sustainability: Not applicable.
Commission/Committee Action: None.

contributes to multiple goals outlined in the Citywide Youth Development Plan. Providing safe spaces that encourage pro-social behavior and healthy development and provide linkages to additional resources, supports and opportunities for youth and their families that need it most. Approving this agreement will provide continuity of youth drop-in events programming.
After conducting a good-faith review of available sources for these professional services, given their mission, experience, immediate availability and low cost, staff determined Impact Foundry to be the only reasonable and practicable source for these required professional services. The Impact Foundry has agreed to provide these services to the City’s selected grantees at a very low cost, as well as match certain services in-kind which ensures that most of the funds go to grantees in service of Sacramento’s youth. Staff recommends that it is in the best interest of the City to sole source the Professional Services Agreement with Impact Foundry to provide these professional services to #SacTownYouthNights grantees.
Financial Considerations: Sufficient funding is available in the Youth and Family Investments Multi- Year Operating Project (Measure U Fund 2401, I11003100) to execute the Agreement with Impact Foundry in an amount not to exceed $1,300,000.
Local Business Enterprise (LBE): The Impact Foundry is an LBE.
