executed. The work includes grading, drainage, a new water tap, backflow preventer, 6’ chain link fencing, 12’ double tubular steel gates, 6’ pedestrian tube steel gate, entry sign, and a hose bid irrigation system for the new community garden, raised concrete curbs and concrete header, concrete flatwork, and concrete pads, stabilized decomposed granite paving, import garden soil, a 10’ x 12’ tool shed, compost bids, and benches. The work in the urban farm consists of installing an irrigation system.
Change Order No. 3 in the amount of $40,604 is to install decomposed granite pathways with landscape weed block fabric and redwood header board edges within the urban farm area of the project, and to provide additional concrete sidewalk and curbing at the community garden gate.
An additional amount of $40,604 will increase the contract amount to $647,036 which requires Council approval because the total amount of this third change order exceeds the City Manager’s change order authority of 10% of the original contract price or a total of $55,158. Change orders 1 and 2 totaling $54,857 were within the City Manager’s authority. The Community Garden at Floyd School improvements are expected to be complete by September 2022.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required for change orders in total that exceed 10% of the original contract amount.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): The change order has been reviewed for compliance with the requirements of the CEQA as a project component of the Community Garden at Floyd School Project (L19143600), which has been evaluated under the Environmental Impact Report (EIR) for The Northwest Land Park Project (Resolution 2011- 496) on August 23, 2011.
Sustainability: The Community Garden at Floyd School Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees and improving the health of all residents through access to a diverse mix of wellness activities. The community garden development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly Landscaping Program practices by using water efficient irrigation system, and water/energy efficient appliances.
Commission/Committee Action: Not applicable.
