Description/Analysis
Issue Detail: The City’s Community Development Department (CDD), in partnership with the Department of Utilities (DOU), is seeking approval to apply for the Sacramento Area Council of Government’s (SACOG’s) 2022 Green Means Go funding program (GMG) for an amount up to $20 million. GMG is administered through the Sacramento Area Council of Governments (SACOG). GMG aims to catalyze infill development that improves housing affordability through non-transportation infrastructure and planning activities in locally adopted Green Zones. The City Council approved Green Zones through Resolution 2020-0368 on November 17, 2020.
GMG program has a total of $34.3 million total available in funding for the SACOG region in three categories of grants: Early Activation Projects, Planning Projects, and Capital Projects. The Early Activation Project applications are due September 15, 2022, and the others are due October 27, 2022. Staff will submit applications for each of these three categories of grants. If grants are awarded, the funds will be used to pay for infrastructure improvements and studies, such as drainage City of Sacramento Page 1 of 3

facilities, water line extensions, sewer basin capacity analyses, and drainage studies aimed at removing impediments to residential development.
GMG is a critical part of the region’s strategy for achieving the regional 19 percent greenhouse gas (GHG) reduction target. The program is focused on reducing GHG using three strategies in targeted areas (or Green Zones): (1) accelerating infill development; (2) reducing vehicle trips; and (3) electrifying remaining trips. Although the program includes all three strategies, the first, accelerate infill development, is a critical foundation for the other two strategies and is the focus for the current grant opportunities.
Policy Considerations: City Council approval is required to apply for, receive, or establish operating grant projects of more than $250,000.
Applying for, and implementing projects funded by, GMG is consistent with, and supports, the following goal and policies of the 2035 General Plan.
GOAL Land Use (LU) 1.1 Growth and Change. Support sustainable growth and change through orderly and well-planned development that provides for the needs of existing and future residents and businesses, ensures the effective and equitable provision of public services, and makes efficient use of land and infrastructure.
LU 1.1.4 Leading Infill Growth. The City shall facilitate infill development through active leadership and the strategic provision of infrastructure and services and supporting land uses.
LU 1.1.5 Infill Development. The City shall promote and provide incentives (e.g., focused infill planning, zoning/rezoning, revised regulations, provision of infrastructure) for infill development, reuse, and growth in existing urbanized areas to enhance community character, optimize City investments in infrastructure and community facilities, support increased transit use, promote pedestrian- and bicycle-friendly neighborhoods, increase housing diversity, ensure integrity of historic districts, and enhance retail viability.
GOAL LU 1.2 Sustainable Sacramento Strategy. Support statewide and regional efforts to reduce greenhouse gas emissions, fund transportation improvements, and meet housing needs.
Economic Impacts: None.
Environmental Considerations:

California Environmental Quality Act (CEQA): The activity to apply for grant funds and execute all agreements and documents of compliance related to the grant is not a project pursuant to California Environmental Quality Act (CEQA) Guidelines 15378(b)(4). The activity is the creation of a government funding mechanism which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment and is not subject to CEQA.
Sustainability: The intent of the GMG program is to reduce greenhouse gases (GHGs), contributing to the regional GHG reduction target.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: This grant funding will positively impact the City’s ability to encourage infill by paying for key infrastructure improvements that are delaying or preventing residential development.
Financial Considerations: If awarded, the City could receive up to $20 million. This grant does not have a match requirement.
Local Business Enterprise (LBE): Not applicable.
