1-Description/Analysis
2-Supplemental Agreement No. 3 APSI Construction Management Description/Analysis
Issue Detail: The Fire Station 14 Replacement Project (“FS14”) located in the River District is a new construction replacement project of the nearly 100-year-old existing Fire Station 14. This is an essential service building which desperately needs replacement, and construction is nearly complete.
Due to construction delays and challenges, the project has required additional construction management professional services.
Policy Considerations: City Council approval is required for supplemental agreements per City City of Sacramento Page 1 of 3
File ID: 2022-01393 8/9/2022 Consent Item 17.
Code 3.64.040.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): The action is exempt from review under the CEQA pursuant to CEQA Guidelines, Section 15301. The action involves the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, or mechanical equipment, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The exemption covers interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; and similar facilities; restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. The project qualifies for a Categorical Exemption under Article 19 of CEQA Guidelines Section 15301, existing facilities.
No environmental review is necessary.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: City Staff has utilized APSI Construction Management services a consultant from the On-Call Professional Services Agreement under Bid No. Q17014541003 for ongoing construction management services for the Fire Station 14 Replacement Project.
Design and construction coordination challenges, and unforeseen conditions have lengthened the project delivery schedule, creating additional Construction Management expenditures. Change Order No. 3 is required to complete the construction management for the fire station.
Ratifying Change Order No. 1 and 2 and resetting the City Manager’s authority to approve change orders will facilitate the completion of the Fire Station 14 Replacement Project.
Financial Considerations: There is sufficient funds within the Fire Station Replacement Program (F13000800) to execute Change Order No. 3 with APSI Construction Management in the amount of $145,420 (General Fund, Fund 1001) for on-call construction management services for the Fire Station 14 Replacement Project.
Local Business Enterprise (LBE): APSI Construction Management is an LBE.
