Description/Analysis
Issue Detail: Staff recommends Council approve an agreement with CSI Services, for on-call coating inspection services for various utility infrastructure improvement projects, assessments, and repairs. Proper coating applications ensure the protection and longevity of utility infrastructure.
Coatings require specialized inspectors with expertise and experience in the proper application, surface preparation and installation monitoring, coating testing, and condition assessments in order to maximize the benefit of the coatings. Utility infrastructure that depends on coatings include, but are not limited to, concrete and steel storage tanks, pipelines, valving, pump stations, chemical tanks, secondary containment systems, and river intakes.
Policy Considerations: City Council approval is required for professional service agreements of $250,000 or more per City Code 3.64.020.

Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The proposed agreement for on-call inspection for utility infrastructure has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines.
Section 15061(b)(3) consists of activities covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on an environmental resource, the activity is not subject to CEQA. The activity would also be exempt pursuant to CEQA Guidelines Section 15309 (Inspections), which consists of activities limited to inspections, to check for performance of an operation, or quality, health, or safety of a project.
Sustainability: The proposed project is consistent with the 2035 General Plan by improving infrastructure reliability, which will prolong the useful life of existing utility infrastructure and ensure that utility systems will remain at a high level of service.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On May 19, 2022, a Request for Qualifications (RFQ) (Q23141311003) was advertised and issued on PlanetBids for coating inspection services on an on- call, as needed basis for various utility infrastructure. On the due date of June 16, 2022, the following firms submitted a Statement of Qualification:
1. Bay Area Coating Consultants Inc. (BACC)
2. CSI Services, Inc.
3. MCS Inspection
Staff reviewed the proposals and based on their knowledge, expertise, and experience, CSI Services, Inc. was selected to provide the requested services.
Financial Considerations: The proposed on-call agreement has an initial three-year term, with a maximum of two one-year renewals. CSI Services, Inc. may have multiple assignments within a year; however, the total not-to-exceed amount is $750,000 for the maximum five-year term. Services under this agreement are intended to be used to fill needs when demand warrants. Purchase orders encumbering funds under these agreements will not be created until projects and funding are identified. Funding of this agreement in future fiscal years will be subject to availability of sufficient funds in the budget adopted for the applicable fiscal year.

There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): CSI Services, Inc. is not an LBE. The minimum LBE participation requirement was waived by the Director of Utilities based on a determination that waiver is in the City’s best interest due to the lack of qualified local vendor availability.
