Description/Analysis
Issue Detail: This report serves as a summary of the City’s climate action progress during the second quarter of 2022 and an opportunity for City Council feedback. Staff recommend Council provide input on progress and direction on additional opportunities that staff have identified for accelerated climate action with existing resources. Long-term, staff will continue to seek Council direction on new funding priorities for staff to evaluate with Climate Work Plan funding.

To recap progress to date, staff continue to advance key initiatives with existing resources, while aligning City programs to maximize climate and equity outcomes. Progress during the second quarter of 2022 includes the following:

City of Sacramento Page 1 of 4
File ID: 2022-01441 8/16/2022 Discussion Item 11.

1. Advancing citywide climate policies and regulations for climate, building electrification, water reuse, and transportation, including release of the Preliminary Draft Climate Action Plan (CAP) and preparation of Draft Infeasibility Guidelines for the New Building Electrification Ordinance.

2. Development of municipal projects, with the audit of five City fire stations for energy efficiency and electrification, and preparation of an internal data hub and performance monitoring tool for sustainability.

3. Integration of climate into critical near-term City programs, including the City’s housing anti-displacement programming and workforce development initiatives, as well as the city-wide launch of residential organic waste recycling.

4. Securing competitive grant funding for City-led climate work, with award of $60,000 for a Housing Anti-Displacement and Energy Equity Pilot from the Leon Lowenstein Foundation and Urban Sustainability Directors Network.

5. Supporting regional efforts to increase climate investment, serving as a partner for the community-based Regional Climate Collaboratives application and the Sacramento region Community Economic Resilience Fund initiative.

6. Awards for City climate leadership, including the 2022 E-Visionary award from the Electric Drive Transportation Association, and two 2022 Beacon Awards from the Institute for Local Government: a Platinum Award for 41% agency natural gas savings since 2005, and a Leadership and Innovation Award with the City of West Sacramento for the cross-agency Mayors’ Commission on Climate Change.

With limited City resources, staff are advancing climate work through a collaborative and integrated approach across City departments. Recruitment is underway for three critical climate positions in the departments of Public Works, Utilities, and Community Development. Staff are also advancing other near-term initiatives outlined in the 2021 Climate Implementation Work Plan (Climate Work Plan), an early action plan for priority efforts in advance of CAP adoption. Climate Work Plan tasks are supported by Council’s one-time commitment of approximately $4.4 million. Accomplishments in the second quarter of 2022 are further summarized by Climate Work Plan category in Attachment 2 (Status of Climate Tasks).

Climate Work Plan funding will support staff’s ongoing near-term efforts. Priorities include procurement of on-call consultant support and ensuring potential match for rapidly emerging state grant programs that align with the City’s climate goals. In addition to the pursuit of new grants, upcoming climate priorities include launch of the forthcoming Climate Equity Pilot. A schedule of upcoming climate tasks is available in Attachment 3 (2022 Climate Schedule).

Staff have identified potential opportunities to accelerate GHG reductions in the short term, in addition to Climate Work Plan implementation. However, these actions may have cost implications for existing City budgets and would require further analysis, report-back, and funding. With Council direction, staff could undertake the following steps:

City of Sacramento Page 2 of 4
File ID: 2022-01441 8/16/2022 Discussion Item 11.

1. Evaluate enrollment of City electricity accounts into SMUD’s Greenergy Program for 100% carbon-free electricity; the program could have impacts on existing operational budgets that are already constrained and therefore require additional funding through the upcoming midyear or annual budget process.

2. Integrate climate criteria into forthcoming City grant programs where feasible to achieve GHG reductions or climate adaptation outcomes, establishing climate as a priority alongside equity and other Council goals.

Long-term, new funding resources will be necessary to sustain work beyond the initial Climate Work Plan investment to achieve carbon neutrality. Included in Climate Work Plan funding are numerous ongoing tasks. Based on Council direction, unspent and unencumbered funding could be reallocated to accelerate GHG reductions. However, a redirection of such funding would detract from other important climate supportive and adaptation outcomes. Staff will present a summary of options, and request direction to confirm Council priorities.

Policy Considerations: The City of Sacramento is committed to achieve carbon neutrality by 2045 (Resolution No. 2019-0433). The City’s Climate Emergency Declaration advances the City’s commitment to “maximum feasible efforts to implement emergency-speed carbon reduction actions towards eliminating emissions by 2030 as much as possible” (Resolution No. 2019-0465) in collaboration with a range of stakeholders, while evaluating available resources. City Council has further prioritized strong climate action leadership as a foundation of the 2040 General Plan Update.

Economic Impacts: This staff report does not include recommended action with direct economic impact. In partnership with the Office of Innovation and Economic Development, staff are currently preparing a holistic baseline of regional clean and green employment opportunities and recommended workforce strategies. An update to the City Council on clean and green opportunities is anticipated in fall 2022.

Environmental Considerations:

California Environmental Quality Act (CEQA): This report does not involve activities that constitute a “project” as defined by Sections 15061(b)(3) and 15378(b)(4) of the California Environmental Quality Act (CEQA) Guidelines.

Sustainability: The actions described in this report advance sustainability and reduce greenhouse gas emissions. Quarterly updates to City Council ensure continued transparency and accountability for continued progress towards the City’s climate action goals. These reports also provide information to the public, helping to improve continued awareness and involvement in the City’s efforts.

Commission/Committee Action: On June 23, 2022, the Planning and Design Commission provided City of Sacramento Page 3 of 4
File ID: 2022-01441 8/16/2022 Discussion Item 11.
input on two of the City’s priority climate initiatives: electrification efforts and an on-site water reuse evaluation. Discussion included prioritizing equity and affordability in electrification efforts, the importance of public engagement, as well as recommendations for clear and simple messaging for complex issues.

Rationale for Recommendation: This report provides a quarterly summary of progress and an opportunity for City Council direction. The City Council has requested information on options to accelerate climate action. Staff are implementing feasible activity with existing resources.

Continued implementation of the Climate Work Plan builds a foundation for sustained, multi-benefit climate initiatives. While unencumbered Climate Work Plan funding could be redirected, this would eliminate important supportive tasks and a potential source of match for anticipated state grant opportunities that could advance more ambitious climate action.

Financial Considerations: Tasks in the Climate Work Plan are funded by the Climate Action Initiatives Program (I02002300), the Energy Efficiency Reinvestment Program (C13001900), and the Active Transportation Program (T15180400). While the City invests in an array of additional climate- supportive projects and programs, the City has not yet developed a system to cumulatively track or report on cumulative climate investment. This is an outstanding task for the City team, after other priority policy and implementation efforts are completed.

If the City were to enroll in SMUD’s Greenergy program, the City’s electricity costs would increase.

Further work is necessary to evaluate potential cost increases by fund line. However, dependent on usage and time of enrollment, the cost increase is estimated at less than $1 million annually, with no more than 30% of these costs to the General Fund. These costs would represent additional utility expenses. Any appropriations needed for this program will be brought forward during midyear or the annual budget process.

However, regardless of existing City investment and budget commitments, staff estimate a gap of approximately $3.2 billion to fund full implementation of the City-led CAP actions by 2045. New long- term sources of funding will be needed.

Local Business Enterprise (LBE): Not applicable.
