Description/Analysis
Issue Detail: Staff recommends Council approve an agreement with Brown and Caldwell, for preparation of Business Case Evaluations for three of the City’s Combined Sanitary Sewer (CSS) Facilities.

These business case evaluations (BCE) will evaluate Pioneer Reservoir, Sump 1, and Sump 107.

The CSS area of the City of Sacramento consists of Downtown, East Sacramento, Land Park, and Oak Park areas. These areas have historically been subject to flooding or sewer outflows during heavy storm events due to insufficient conveyance capacity. These three facilities are at or near the end of their useful life and need to be upgraded. The BCE will evaluate these facilities as a whole and determine the most cost-effective methods for repairing, maintaining, and expanding the facilities.

Pioneer Reservoir is a 23-million-gallon (MG) CSS interim storage facility located along the Sacramento River that was constructed in 1979, with improvement projects in 1995 and 2000. Along with storage, the reservoir provides primary treatment and disinfection of CSS flows prior to discharge into the Sacramento River during high flow events. In the mid-2000s, DOU staff began noticing structural issues at the reservoir and in 2008, a consultant was hired to evaluate the facility, and proposed nine possible repair strategies, ranging from minor repairs to comprehensive structural rebuilding of the reservoir. DOU continued with regular inspection and preventative maintenance of the reservoir and did not pursue the comprehensive repairs of the reservoir.

Sump 1 is a combined wastewater pump station located adjacent to the Pioneer Reservoir along the Sacramento River originally constructed in 1907 and upgraded in 1997. The facility has three natural gas driven engine-pumps, which are antiquated and require manual intervention to start. There are also capacity issues and hydraulic restrictions when pumping to other pump stations and facilities.

The facility is essential during large storms, when additional pumping capacity is required to alleviate load on the drainage system.

Sump 107 is a combined wastewater pump station located adjacent to Interstate 5, at the intersection of Capitol Mall and Neasham Circle, constructed in 1992. Because it is located in the basement of a midrise parking structure, it has maintenance access issues, and has limited space for future improvements.

Policy Considerations: City Council approval is required for professional service agreements of $250,000 or more per City Code 3.64.020.

Economic Impacts: None.

Environmental Considerations: This activity has been determined to be exempt from the requirements of the California Environmental Quality Act (CEQA), under Section 15262 - Feasibility and Planning Studies. The activity consists of involving only feasibility or planning studies for possible future actions which has not been adopted or funded. Future physical improvement activities that may result from these studies would be subject to appropriate CEQA review prior to project approval.

Sustainability: The proposed project is consistent with the 2035 General Plan, specifically U.1.1.3 Sustainable Facilities and Services, as it ensures that future improvements to the City’s Wastewater Facilities will be designed and constructed in a cost-efficient manner.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: On March 31, 2022, a Request for Proposals (#P22141311006) was advertised and issued on PlanetBids for a consultant to perform Business Case Evaluations on City of Sacramento Page 2 of 3

three City CSS Facilities. On the due date of May 5, 2022, proposals were received from the following firms:

1. Brown and Caldwell Inc.

2. Stantec Inc.

A 5-member evaluation team that included staff from DOU and one member from Public Works evaluated the proposals. Brown and Caldwell was selected to provide the requested services based on their knowledge, expertise, and experience.

Financial Considerations: The proposed agreement is for an amount not-to-exceed $350,924.

Sufficient funding exists in the Combined Master Plan Program (I14610300, Fund 6006) to award the agreement.

There are no General Funds allocated or planned for this project.

Local Business Enterprise (LBE): Brown and Caldwell is not an LBE, but has partnered with Bender Rosenthal to meet the minimum LBE participation requirement. Bender Rosenthal will provide real estate appraisal services.
