Description/Analysis
Issue Detail: On February 16, 2021, the City Council adopted Resolution 2021-0044, that formally established the Participatory Budgeting Pilot Program (PB Pilot Program) and authorized $225,000 to be used for planning and implementation activities. Following a competitive process, the City awarded a contract to The Participatory Budgeting Project, Inc. to serve as the lead program development and implementation consultant. The City awarded a second contract to Third Plateau Social Impact Strategies to perform an independent program evaluation. Both consultants initiated their work beginning in September 2021 in collaboration with the Measure U Community Advisory Committee (Measure U Committee).
On June 15, 2021, the City Council adopted the Fiscal Year (FY) 2021/22 Approved Budget, that allocated up to $1 million in Measure U funds for residents to propose ideas and vote on proposals that may be funded through the PB Pilot Program. Because participatory budgeting is not a process that the City has traditionally engaged in, staff is relying on the Measure U Committee to serve as the primary advisory body for the PB Pilot Program. staff, and members of the public, the Measure U Committee approved a PB Pilot Program Playbook on February 1, 2022 that describes the implementation process. The current implementation timeline (subject to change) is as follows:
· Education and Initial Outreach: February 14 - March 31, 2022 · Idea Collection: April 11 - May 31, 2022
· Proposal Development: May 23 - July 24, 2022
· Vote: September 2022
· Project Implementation and Monitoring: beginning in October/November 2022 At the conclusion of the Idea Collection phase on May 31, 2022, the City received a total of 550 ideas. Since June 2022, community members volunteering as “Proposal Delegates” have reviewed and prioritized those ideas that best meet the goals of the process and are finalizing the proposals that will appear on the final ballots during the Vote phase in collaboration with City staff.
As prescribed in the PB Pilot Program Playbook, there will be two separate ballots during the Vote phase: one ballot for North area projects and a second ballot for South area projects. Each area will have a total budget of $500,000 and the Playbook specifies that projects will be funded based on the highest number of votes until each budget is depleted (winning projects).
Because participatory budgeting is a process of direct democracy, it implies that the winning projects will be funded and implemented without a subsequent approval procedure. By approving the proposed resolution, Council will provide funding allocation authority to the City Manager and resolve lingering ambiguities regarding the project approval and funding allocation process.
Policy Considerations: City Council Resolution 2018-0393, adopted October 2, 2018, specifies that a primary power and duty of the Committee is to, “[w]ork with City staff on community engagement with respect to the Transactions and Use Tax.” On February 16, 2021, the City Council adopted Resolution 2021-0044, that formally established the Participatory Budgeting Pilot Program.
Economic Impacts: None.
Environmental Considerations: None.
Sustainability: None.
Commission/Committee Action: In addition to recommending that the City Council allocate funding to implement participatory budgeting, the Measure U Committee continues to monitor and oversee the implementation of the PB Pilot Program through the work of its Participatory Budgeting Implementation 2022 Ad Hoc Committee and regular updates provided at the Committee’s monthly meetings.

Rationale for Recommendation: Adopting the resolution will provide administrative clarity regarding the funding allocation process for winning projects under the PB Pilot Program.
Financial Considerations: There is sufficient funding available in the Participatory Budgeting Pilot Program Multi-Year Operating Project (I80010000) to allocate up to $1 million to fund the PB Pilot Program’s winning projects.
Local Business Enterprise (LBE): None.

BACKGROUND
A. Participatory Budgeting is a community engagement process in which residents vote to provide their input as to how the City budget will be spent.
B. On February 16, 2021, at the recommendation of the Measure U Community Advisory Committee (Measure U Committee), the City Council authorized the City Manager to establish the Participatory Budgeting Pilot Program (PB Pilot Program) and a Multi-Year Operating Project (I80010000) to facilitate the planning and implementation of a Participatory Budgeting Pilot Program.
C. Following a competitive process, the City awarded a contract to The Participatory Budgeting Project, Inc. to serve as the lead program development and implementation consultant. In addition, the City awarded a second contract to Third Plateau Social Impact Strategies to perform an independent program evaluation.
D. On June 15, 2021, the City Council adopted the Fiscal Year (FY) 2021/22 Approved Budget, which allocated up to $1 million in Measure U funds for proposals that may be funded through the PB Pilot Program.
E. On February 1, 2022, the Measure U Committee approved the PB Pilot Program Playbook to establish expectations for the City Council, staff, and members of the public regarding the implementation process.
F. On March 1, 2022, the Measure U Committee provided an update on the PB Pilot Program implementation to the City Council’s Budget and Audit Committee, including a copy of the PB Pilot Program Playbook.
G. The City launched the PB Pilot Program on April 11, 2022, which consists of four key phases: 1) Idea Collection, 2) Proposal Development, 3) Voting, and 4) Project Implementation and Monitoring.
H. At the conclusion of the Idea Collection phase, the City received 550 ideas.
I. The City’s implementation consultant recruited 29 community members through an open application process to serve as Proposal Delegates to review and prioritize those ideas that best meet the goals of the PB Pilot Program, and develop the highest ranking ideas into full proposals that will appear on a ballot (final ballot proposals) during the Voting phase.
J. As prescribed in the PB Pilot Program Playbook, there will be two separate ballots during the Voting phase: one ballot for North area projects and a second ballot for South area projects. Each area will have a total budget of $500,000 and the Playbook specifies that projects should be funded based on the highest number of votes received until each budget is depleted (Winning Projects).
