Resurfacing and improvements will be constructed along Del Paso Boulevard from Marysville Boulevard to O’Farrell Drive. The objective of this project is to improve safety, mobility, and maintain a state of good repair for vehicular, bicycle, and pedestrian travel. The project consists of a road diet, which will remove underutilized vehicular travel lanes and repurpose this space for a center two-way left-turn lane (TWLTL) and buffered Class II Bike Lanes. Signalized intersection improvements will be done at Marysville Boulevard and Arcade Boulevard. The existing uncontrolled marked crosswalk at Palo Verde Avenue will be enhanced with installation of a Rectangular Rapid Flashing Beacon (RRFB). Bulbouts will be constructed to reduce the crossing length and improve pedestrian safety.

Resurfacing includes areas of base repairs and an overlay of the entire roadway from Marysville Boulevard to Arcade Boulevard. East of the Arcade Boulevard intersection, the pavement will receive a microsurfacing treatment to the project limits near O’Farrell Drive. Non-compliant existing curb ramps along the project limits will be removed and replaced to meet current standards.

The Project Plans and Specifications for the Del Paso Boulevard Road Diet (R15210000) were completed.

The Del Paso Boulevard Road Diet (R15210000) was advertised on June 13, 2022, and three bids were received. Staff recommends that the construction contract be awarded to the lowest and responsive bidder, McGuire & Hester.

Policy Considerations: The actions requested herein are consistent with City’s Vision Zero Action Plan and General Plan goals and policies as follows:
· M 9.1.2 Dedicated Funding Sources: investing in the maintenance, operation, and management of the city’s transportation network
· M 2.1.7 Safe Pedestrian Crossings: The City shall improve pedestrian safety at appropriate intersections and mid-block locations by providing safe pedestrian crossings. · M 4.2.2 Pedestrian and Bicycle-Friendly Streets. In areas with high levels of pedestrian activity (e.g., employment centers, residential areas, mixed-use areas, schools), the City shall ensure that all street projects support pedestrian and bicycle travel.

The recommendations in this report are in accordance with City Code Chapters 3.60 and 3.64, and City Code Section 4.04.020.

The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on August 12, 2022, in compliance with the City Code.

Economic Impacts: This new infrastructure is expected to create 9.43 total jobs (5.42 direct jobs and 4.01 jobs through indirect and induced actives) and create $1,454,911 in total economic output ($917,042 of direct output and another $537,869 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations: California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services Division has reviewed the proposed Del Paso Boulevard Road Diet Project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption -State Class 1 and Section Number(s) 15301(c), for the operation, repair, or minor alteration of existing highways, public streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, and other alterations such as the addition of bicycle lanes, transit improvements, such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes.

National Environmental Policy Act (NEPA): The project is funded in part by federal funds.

The Sacramento Housing and Redevelopment Agency (SHRA) received NEPA approval through the US Department of Housing and Urban Development for the Community Development Block Grant (CDBG) funds allocated for this project.

Sustainability: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contribute towards Sacramento’s climate change goals.

Commission/Committee Action: The Del Paso Boulevard Road Diet Project was presented to the Active Transportation Commission (ATC) on March 17, 2022.

Rationale for Recommendation: The Del Paso Boulevard Road Diet Project was advertised, and a total of three bids were received on July 6, 2022. The results of the bids are summarized below:

Contractor Bid Amount LBE Requirement
(5% Goal)
McGuire & Hester $2,356,380.00 71.2%
All-American Construction, Inc. $2,361,001.95 2.0%
Martin Brothers Construction $2,787,079.00 73.8%

Contractor Bid Amount LBE Requirement
(5% Goal)
McGuire & Hester $2,356,380.00 71.2%
All-American Construction, Inc. $2,361,001.95 2.0%
Martin Brothers Construction $2,787,079.00 73.8%
The Engineer’s estimate was $3,000,000.

At bid opening, the apparent low bidder was All-American Construction, Inc. However, due to a mathematical error on their bid proposal, their status changed from low bidder to second low bidder.

All-American Construction, Inc. also failed to meet the 5% LBE requirement. Therefore, two of the bids submitted met all bid requirements. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, McGuire & Hester.

The City Council approval is required prior to initiating construction activities for the project.

Financial Considerations: The estimated total cost to complete design, construction activities and construction management for the 2021 Transportation Corridor Program-Del Paso Boulevard Road Diet (R15210000) is approximately $3.6 million. With the approval of the transfer of $2,477,005 (Road Maintenance and Rehabilitation, Fund 2036) from the expenditure budget of the 2020 Transportation Corridor Program (R15200000), there will be sufficient funding in the 2021 Transportation Corridor Program - Del Paso Road Diet to award the construction contract to McGuire & Hester for an amount not to exceed $2,356,380; and to cover all other remaining Del Paso Boulevard Road Diet Project related costs.

Local Business Enterprise (LBE): McGuire & Hester is an LBE and has also partnered with two LBEs, Anrak Corp. and Pavement Coatings Inc., for this project to exceed the minimum LBE participation requirement. Anrak Corp. will provide 2.5% and Pavement Coatings Inc. will provide

2.2% services. The contract award will comply with the LBE participation requirement goal of 5%.
