Plans and specifications were prepared for this project which include pavement rehabilitation, and signal modifications at every intersection within the project limits. Pedestrian lighting and crossing enhancements will be installed at the proposed pedestrian crossing connecting the Niños Parkway Trail.

The West El Camino Avenue Rehabilitation project was advertised on June 21, 2022, and four bids were received. Staff recommends that the construction contract be awarded to the lowest and responsive bidder, All-American Construction Inc.

Policy Considerations: The actions requested herein are consistent with City’s Vision Zero Action Plan and General Plan goals and policies as follows:
· M 9.1.2 Dedicated Funding Sources: investing in the maintenance, operation, and management of the city’s transportation network
· M 2.1.7 Safe Pedestrian Crossings: The City shall improve pedestrian safety at appropriate intersections and mid-block locations by providing safe pedestrian crossings. · M 4.2.2 Pedestrian and Bicycle-Friendly Streets. In areas with high levels of pedestrian activity (e.g., employment centers, residential areas, mixed-use areas, schools), the City shall ensure that all street projects support pedestrian and bicycle travel.

The recommendations in this report are consistent with City Code Chapters 3.60 and 3.64, and City Code Section 4.04.020.

Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on August 12, 2022, in compliance with the City Code.

Economic Impacts: This new infrastructure is expected to create 6.14 total jobs (3.53 direct jobs and 2.61 jobs through indirect and induced actives) and create $948,731.05 in total economic output ($597,992.43 of direct output and another $350,738.62 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that West El Camino Avenue Rehabilitation is categorically exempt from the provisions of the CEQA under Categorical Exemption-State Class 1 & 3 and Section Number(s) 15301(c) and 15303.

Projects exempted under Class 1 & 3 and Section Number(s) 15301(c) and 15303 consists of the operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use [15301(c)]. The project also consists of the construction, location, installation of new small equipment (15303). There would be no significant effect on the environment.

Sustainability: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contribute towards Sacramento’s climate change goals.

Commission/Committee Action: The West El Camino Avenue Rehabilitation project will be presented to the Active Transportation Commission on August 18, 2022.

Rationale for Recommendation: The West El Camino Avenue Rehabilitation project was advertised, and bids were received on July 6, 2022. The bids are summarized below:

Contractor Bid Amount LBE Requirement
(5% Goal)
All-American Construction, Inc. $1,536,568.30 15.4%
Martin Brothers $1,763,375.00 58.4%
McGuire & Hester $1,795,120.75 37.4%
Martin General Engineering $1,879,983.52 10.9%
The Engineer’s estimate was $1,793,000.

It is recommended that the construction contract be awarded to the lowest responsive and responsible bidder, All-American Construction, Inc.

The City Council approval is required prior to initiating construction activities for the project.

Financial Considerations: The estimated total cost to complete design and construction activities for the 2021 Transportation Corridor Program-West El Camino Avenue Rehabilitation (R15210000) is approximately $2.8 million. With the approval of the transfer of $2,200,000 (Road Maintenance and Rehabilitation, Fund 2036) from the 2020 Transportation Corridor Program (R15200000), there will be sufficient funding in the 2021 Transportation Corridor Program-West El Camino Avenue Rehabilitation to award the construction contract to All-American Construction, Inc. for an amount not to exceed $1,536,569, to cover all other remaining West El Camino Avenue Rehabilitation related costs, and meet the commitments for other corridors in the program.

Local Business Enterprise (LBE): All-American Construction, Inc. is not an LBE, but has partnered with two LBEs, Anrak Corporation and Pavement Coatings Inc. for this project to exceed the minimum LBE participation requirement. Anrak Corporation will provide 2% and Pavement Coatings Inc. will provide13.4% services. The contract award will comply with the LBE participation requirement goal of 5%.
