Description/Analysis
Issue Detail: On January 4, 2022, the City Council passed Resolution 2022-0004 authorizing the City Manager to apply for and accept a $1.875 million COPS Hiring Program (COPS HP) grant and requiring the City Manager to return to City Council to seek authority to establish the grant project and budget and adjust staffing levels.

On February 15, 2022, staffing levels were adjusted by 15.0 Full Time Equivalent (FTE) police officer positions pursuant to Resolution 2022-0062, approving the FY2021/22 Midyear Budget Report.

On June 14, 2022, the budget was adjusted by $1.5 million (net forecasted FY2022/23 grant reimbursements) for 15.0 FTE awarded COPS HP positions pursuant to Resolution 2022-0198, adopting the FY2022/23 Operating Budget.

Now, the Police Department returns to request the City Council’s authorization to establish an operating grant project, in full satisfaction of Resolution 2022-0004.

Policy Considerations: The recommendations in this report are consistent with City Council Resolutions 2022-0004, 2022-0062, and 2022-0198 as discussed in the Issue Detail section.

Economic Impact: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): As defined in the CEQA Guidelines, this proposal does not constitute a “project” and is therefore exempt, per Sections 15061(b)(c) and 15673(a) of the California Public Resources Code.

Sustainability Considerations: None.

Rationale for Recommendation: Establishing an operating grant project and making related budget adjustments is necessary to implement the 2021 COPS HP grant award.

Financial Considerations: The $1.875 million award will partially support the entry-level salary and fringe benefits of 15 FTE police officers, up to $125,000 per position, over the three-year grant period. All salary and fringe benefit expenditures that exceed the grant award must be supported by City resources and are considered matching funds. In addition, the City is required to retain each grant-funded position for a minimum of one year immediately following the end of the grant period.

The total estimated cost for 15 entry-level police officers over a four-year period is approximately $9.065 million, which includes the $1.875 million grant award and approximately $7.190 million to meet cost match and retention requirements. This equates to a 21% cost savings if the City added these positions without any federal financial assistance.

The following table demonstrates the forecasted annual FTE police officer costs, grant reimbursements, and match/retention obligations for the positions:

Performance Period Retention Total
FY2022/23FY2023/24FY2024/25FY2025/26
Police Officer x15 2,199,2852,243,2712,288,1362,333,899 9,064,591 Grant Award -656,250 -625,005 -593,745 -1,875,000

*Annual cost increases are estimated using a growth factor of 2%, but do not account for changes to future labor union negotiations/agreements.
