Description/Analysis
Issue Detail: On January 28, 2022, the Department of Public Works, Facilities & Real Property Management Division executed a contract with Navajo Pipelines, Inc in the amount of $248,305. The City is transitioning from Liquified Natural Gas (LNG) powered refuse vehicles to Compressed Natural Gas (CNG) powered refuse vehicles as they operate more efficiently and require less refueling. As part of the effort to transition from LNG to CNG, the City is contracting with Pacific Gas & Electric, (PG&E) to provide CNG for a 10-year duration. The services of Navajo Pipeline, Inc. became necessary when Facilities staff was informed by PG&E that they could not provide construction services for the installation and trench backfill restoration for the high-pressure gas line that will supply CNG to the Meadowview City Service Complex (MCSC). The high-pressure gas line is essential because it is the primary source of CNG transmission into the MCSC.

The high-pressure gas line is critical to the successful installation and operation of a 100-time fill CNG station at the MCSC that will eventually allow for most of the City’s refuse vehicles to be fueled at one central location thus saving cost and other essential resources.

Change Order No.1 in the amount of $107,692 with Navajo Pipelines, Inc, provides for the installation of SMUD electrical infrastructure per their commitment drawings dated December 11, 2020. The scope of the work consists of conduit excavation and placement which includes bedding, backfill materials, backfilling and compaction, new transformer pad, pull box demolition, saw cutting, disposal of asphalt, potholing to locate existing utility crossings, and patch paving as deemed necessary.

Additionally, Navajo Pipelines, Inc. will be responsible to trench pave the entire 1,500 linear feet of PG&E’s pipe run from Meadowview Road to the CNG station.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.60.

Economic Impacts: The recommended Change Order is expected to create 0.43 jobs (0.25 direct job and 0.18 jobs through indirect and induced activities) and create $66,493 in total economic output ($41,911 of direct output and another $24,582 of output in indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences. .

Environmental Considerations:

California Environmental Quality Act (CEQA): The action is exempt from review under the CEQA pursuant to CEQA Guidelines
section 15303 because the project consists of the installation and operation of a CNG fueling station for use by solid waste vehicles, comprising a new, small facility given the CNG fueling station will only occupy a small portion of the existing City MCSC facility.

The action is also exempt under CEQA Guidelines section 15301 because the project is a minor alteration to the existing City MCSC facility that will not expand the overall footprint of the MCSC site. No unusual circumstances are present that would generate a significant effect on the environment, and any cumulative effects have been evaluated in the master EIR adopted for the City’s 2035 General Plan.

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Approval of Change Order No. 1 in the amount of $107,692 with Navajo Pipelines, Inc, to provide the installation of SMUD infrastructure is necessary to complete the Meadowview CNG Station gas service excavation.

Financial Considerations: Sufficient funding exists in the Solid Waste Facility Repair and Rehabilitation Project (Y14000900) to execute Change Order No.1 to Contract No. 2022-0106 with Navajo Pipelines, Inc. in the amount of $107,692 for the Meadowview CNG Station gas service excavation.

Local Business Enterprise (LBE): Navajo Pipelines, Inc. is an LBE.
