I was the Restaurant Industry Representative, and selected to be on the Technical Panel selecte3d for helping create our Infeasibility Waiver document.

These high fees and costs for the waiver application were never discussed in our panel meetings.

The high fees and costs of the waiver application are unfairly placed only on our local ethnic restaurants. The $1500 consultants fee and other costs for hiring engineers, architects, and lawyers will make the application over &18,000! Tbe application will be a deterrent for Chinese, API, and many ethnic restaurants to open restaurants in new buildings. Already more than Chinese restaurants in Sacramento has closed, due to the pandemic, hate, and politics of blaming China.

Background
European American cooking requires zero to medium heat of 8,792 watts, to prepare salads and steaks.

Chinese and ethnic restaurants also cook at 11,722.84 Watts - to a high of 35,168.52 Watts. Sadly, there are no electric ethnic electric appliancess available at 11,722 watts heat to cook dishes properly. Also, marginalized ethnic communities with new buildings may not have 3 phase with high voltages at 50hz available by SMUD for imported ethnic appliances from China.

Chinese and ethnic restaurants are energy frugal, and save energy by shorter cooking times, or family portions.

Almost all ethnic foods slice ingredients small, and make bread flat.

Unintentionally, the high fees will promote European cuisine restaurants, while punishing and discouraging ethnic restaurants from opening in new buildings.

The extremely high fees and costs will hurt our local small restaurants from opening new restaurants, and target only ethnic restaurants.

City must work harder to find fair fees to provide funding for the cost of the waiver application.

Thank you,

As stewards of public funds, I understand the city needs to charge for the cost of providing services.

It is just really unfortunate and ironic that a well-meaning electrification ordinance is having such a severe unintentional punitive ripple effect on discouraging economic development in fragile commercial corridors. It is also a lack of respect of diverse cultures and cooking techniques utilizing high heat cooking when no comparable equipment or rebates exist in comparison to incentives and support for European cooking.

While the waiver and appeal process are an option for some relief, my fear is that the high cost is a burden that will be a confusing and silent deterrent to economic investment in challenged commercial corridors from even applying, and/or will be passed on as cost prohibitive to the mom-and-pop end-user.

This is environmental injustice and the demise of diverse cultural cuisine.
