Description/Analysis
Issue Detail: Assembly Bill 481 (AB 481 or the Bill), codified at Government Code sections 7070 through 7075, requires a law enforcement agency (LEA) to obtain approval from the applicable governing body, via adoption of a “military equipment” use policy (the Policy) by ordinance (the Ordinance), prior to the LEA funding, acquiring, or using military equipment. On December 14, 2021, City Council approved the Sacramento Police Department’s (SPD) Military Equipment Policy - General Order (GO) 410.06 in order to allow SPD to continue to use the vital equipment specified therein. SPD is required to annually obtain Council approval of a renewed ordinance (Exhibit C) adopting its Military Equipment Use Policy (Exhibit A) for the funding, acquisition, or use of military equipment, and to present its Annual Military Equipment Use Report (the Annual Report) (Exhibit B).

Items deemed to be “military equipment” by AB 481 are used as a component of overall best practices for LEAs throughout the country. These tools have been tested in the field and are used by LEAs to enhance citizen and officer safety. Loss of these items would jeopardize the welfare of City of Sacramento Page 1 of 8

citizens and peace officers within the SPD. All the equipment types listed were already in use by the SPD prior to AB 481, except for new equipment requests.

The term “military equipment”, as used in AB 481, in fact does not necessarily indicate equipment that has been used by the military. Pursuant to AB 481, items deemed to be “military equipment” include, but are not limited to, unmanned aerial or ground vehicles, armored vehicles, command and control vehicles, pepper balls, less lethal shotguns, less lethal 40mm projectile launchers, long range acoustic devices, and flashbangs.

SPD is committed to using the most up to date tools and equipment to safeguard the community in Sacramento. These items provide peace officers with the ability to safely resolve volatile situations that otherwise might rise to the level of a lethal force encounter. To that end, the items at issue in this staff report, and the accompanying Policy, also provide SPD’s peace officers with vital tools that facilitate compliance with its stringent use of force policy.

Other items deemed to be “military equipment” via AB 481 include foundational equipment such as rifles. These rifles allow peace officers to address lethal threats with greater precision and from a greater distance.

As part of the finalization of both the renewed ordinance, updated Policy and Annual Report, SPD in coordination with the City Clerk’s Office, opened a public comment portal and conducted three community meetings. The public comment portal was advertised via social media, posted to the City Clerk’s webpage and the Citywide Policies webpage. The community meetings were advertised through the SPD’s social media platforms. Through the outreach, modifications were made to the Policy and Annual Report to address concerns that were brought forth. The public comment portal yielded 1,274 responses, all of which are being posted on the SPD’s transparency page.

This updated Policy includes additional items which were purchased prior to December 14, 2021m but were inadvertently omitted or titled incorrectly. Additionally, quantities have been updated from the policy approved on December 14, 2021. The descriptions of the added items are provided by the manufacturer and are listed below:

1. Unmanned remotely piloted powered aerial vehicle: Unmanned aerial systems (UAS) are necessary as they provide visibility to high-risk locations. Without the use of a UAS, peace officers would have to deploy to high-risk locations which would increase the risk to the officers and members of the public. The UAS system is designed to enter small spaces, such as enclosed structures, as well as to provide overhead observations of wooded areas and other structures located often in crowded spaces. There are no known alternatives which could be used to safely access these locations.

A. DJI Inspire 2
B. DJI Mavic 2 Enterprise Dual
C. DJI MAVIC 2 ENTERPRISE ADVANCED, cost: $6,500, quantity: 2. UAS that has a 30 min flight time, and is equipped with both color and IR cameras, speaker, and spotlight.

F. IFLIGHT A75, cost: $300, quantity: 2. UAS that weighs approx. 2.47 oz, records video and has a 5 minutes of flight time.

G. IFLIGHT A85, cost: $300, quantity: 12. UAS that weighs approx. 88 grams, records video, has a 5-minute flight time and forward-facing led illumination.

H. DJI M30T, cost: $14,000 each, quantity: 0. UAS that has 55 minutes of flight time, in all weather, has an IR camera, zoom camera and light. Has video recording capabilities.

2. 40mm projectile launchers and rounds: The 40mm launcher affords the ability to use less lethal chemical agents and impact munitions. This allows officers to address a threat from a greater distance and provides alternative option for deadly force as appropriate.

A. DEFENSE TECHNOLOGY, SPEDE-HEAT 40MM LONG-RANGE, CS, #6182, cost: $30, quantity: 35. The Spede-Heat CS Long-Range Munitions delivers one chemical canister of CS agent from a 40mm launcher down range up to 150 yards. The Spede-Heat is a pyrotechnic round designed specifically for outdoor use in crowd control situations with a high-volume continuous burn that expels it payload in approximately 20-40 seconds from a single source.

The Spede-Heat family may be used to conceal tactical movement or to route a crowd.

B. DEFENSE TECHNOLOGY, 40MM WARNING/SIGNALING MUNTITION with CS, #6028CS, 50 Meter, cost: $41, quantity: 50. The 40mm Aerial Warning/Signaling Munition, 50 meters, is intended for use in situations where stand-off distance is desired, giving the operator the ability to engage crowds, vehicles, or vessels.

Launched from a 40mm platform, the munitions deflagrate at a set distance of 50 meters to deliver 170 dB of sound, 1.8g of chemical agent, and 5 million candelas of light, noticeable in day or night conditions. A tactile feature on the nose of the cone indicates the designated distance.

C. DEFENSE TECHNOLOGY, 40MM WARNING/SIGNALING MUNTITION, #6028WS, 50 Meter, cost: $41, quantity: 50. The 40mm Aerial Warning/Signaling Munition, 50 meters, is intended for use in situations where stand-off distance is desired, giving the operator the ability to engage crowds, vehicles, or vessels. Launched from a 40mm platform, the munitions deflagrate at a set distance of 50 meters to deliver 170 dB of sound and 5 million candelas of light, noticeable in day or night conditions. A tactile feature on the nose of the cone indicates the designated distance.

3. “Flashbangs” and “Distraction Devices” were renamed to “Diversionary Devices” A diversionary device is ideal for distracting dangerous suspects during assaults, hostage rescue, room entry or other high-risk arrest situations. Diversionary devices produce City of Sacramento Page 3 of 8

atmospheric over-pressure and brilliant white light and, as a result, can cause short-term (6 - 8 seconds) physiological/psychological sensory deprivation to give officers a tactical advantage.

A. COMBINED TACTICAL SYSTEMS, 7290-7 FLASH-BANG, cost: $169, quantity: 11. A non-bursting, non-fragmenting multi-bang device that produces a thunderous bang with an intense bright light. Ideal for distracting dangerous suspects during assaults, hostage rescue, room entry or other high-risk arrest situations.

4. Rifles and Rifle Ammunition: Firearms that are fired from shoulder level, having a longer, grooved barrel intended to make bullets spin and thereby have greater accuracy over a long distance.

A. COLT M4 COMMANDO 11.5” RIFLE, cost: Unknown (purchased over 10 years ago), quantity: 2. A rifle that fires an intermediate-power cartridge (.223) which is more powerful than a standard pistol but less powerful than a standard rifle. It is a short- barreled rifle which allows a trained officer better control inside of structures with greater accuracy than a handgun.

B. SPEER GOLD DOT .223 CALIBER 62 GRAIN RIFLE ROUND, cost: $260 per case of 500, quantity: 218 cases.

C. FEDERAL .223 55GR RIFLE ROUND, cost: $170 per case of 500, quantity: 1400 cases.

D. FEDERAL GOLD MEDAL .308 168GR RIFLE ROUND, cost: $398 per case of 500, quantity: 8 cases.

E. RUAG SWISS P .308 WIN ARMOUR PIERCING FMJCH 196 GRAIN, cost: $1080, quantity: 58 boxes. The tungsten carbide core is much harder and more ductile than most targets which makes it unstoppable for light armor. Because the core does not break apart during penetration it transfers outstanding residual energy to the target.

Using only high-quality raw materials and producing within tight tolerances ensure an identical point of impact from batch to batch. Bullets provide the desired effect on hard and soft targets on every mission. All .308 Win. SWISS P rounds have an identical point of impact at 100m which allows the shooter to instantly change the bullet type.

F. RUAG SWISS P.308 WIN TACTICAL 164 GRAIN, cost: $4,640, quantity 9 boxes.

Accurately hitting targets behind an angled window or windshield without the risk of unpredictable bullet deflection is challenging. This places bystanders in danger, especially if the shooting line is not perpendicular to the window. At least 90% of the residual body of the SWISS P Tactical bullet stays intact and it does not fragment at all.

Tight production tolerances and small production batches ensure constant ballistic values and stringent quality controls guarantee identical trajectory from batch to batch.

All .308 Win. SWISS P rounds have an identical point of impact at 100m which allows the shooter to instantly change the bullet type.

The updated Policy (Exhibit A) also identifies items which SPD may procure. These items are possible procurements only; ultimately SPD may not procure this equipment. The proposed procurements are either part of the existing police budget or would be funded by grants for which SPD would apply to replace, repair, or obtain equipment. SPD is not requesting any additional funding for possible procurements. The Rook accounts for $408,000 of the possible costs which would only be purchased if SPD receives grant funding. The other $198,000 includes the possible purchase and annual maintenance of new UAV’s.

Annual Report
SPD will present an annual report as required by AB 481 each fiscal year. The first Annual Report (Exhibit B) contains information during this reporting period including, but not limited to, military equipment usages, unauthorized usage and formal complaints, inventory of current equipment, fiscal impact and projected acquisition of equipment.

Policy Considerations: These actions, the Ordinance, and Policy are consistent with the City Council’s long-standing commitment of ensuring the SPD has equipment necessary to safeguard the lives of the people of Sacramento.

In lieu of pass for publication, the ordinance will be published in its entirety within ten days of adoption by City Council as allowed for by City Code section 32(d).

Economic Impacts: Not applicable.

Environmental Considerations: Not applicable.

Sustainability: There are no sustainability considerations associated with this report.

Commission/Committee Action: On March 29, 2022, SPD presented an updated Ordinance and Policy (General Order (GO) 410.06) to the Law and Legislation Committee. The Committee directed SPD to evaluate GO 410.06 to ensure that the governing policies of each form of military equipment were expressly included. The Committee also directed SPD to ensure that the policy clarified that use of individual military equipment complies with AB 481. On June 21, 2022, the Committee passed a motion to forward the matter to City Council with direction that the SPD engage the community in discussions about the proposed Ordinance and Policy.

Rationale for Recommendation: There is significant interest in ensuring that law enforcement continues to have access to equipment that will provide peace officers as many options as possible to safeguard lives, ensure safety, and protect civil liberties. The tools identified below are vital to SPD’s mission and will continue to be strictly regulated through internal processes and oversight.

The proposed Ordinance would adopt the SPD’s GO 410.06 (Exhibit A), which constitutes SPD’s City of Sacramento Page 5 of 8
File ID: 2022-01479 9/13/2022 Discussion Item 07.

Military Equipment Use Policy. GO 410.06 outlines each item identified in Government Code section 7070, that is currently owned by the City. The GO also includes the current use and cost of each item, except for new procurement requests. All these items, and their stated uses, have been in place prior to the implementation of AB 481.

The proposed GO 410.06 safeguards the public’s welfare, safety, civil rights and civil liberties. GO 410.06 ensures that there are accountability measures in place, including transparency and oversight. For instance, GO 410.06 requires that SPD’s Inspections and Standards Team (IST) will ensure that SPD complies with GO 410.06. SPD will conduct an annual audit of military equipment.

Violations of GO 410.06 will be corrected when discovered. Members of the public are provided direction per the policy on how to register complaints of violations. All items which result in a use of force will be investigated, as is already required by existing SPD policy.

There are no reasonable alternatives to the items listed below. SPD has not discovered alternative items that can achieve the same objectives of officer and civilian safety. Each item’s necessity is further described below:

Unmanned Aircraft Systems
: Unmanned Aircraft Systems (UAS) are necessary as they provide visibility to high-risk locations. Without the use of UAS, peace officers would have to deploy to high- risk locations which would increase the danger to the officers and members of the public. The UAS are designed to enter small spaces, such as enclosed structures, as well as to provide overhead observations of wooded areas and other structures located in often crowded spaces. There are no known alternatives which could be used to safely access these locations.

Unmanned ground vehicle
: Unmanned ground robots are used for reconnaissance during critical incidents to assist in providing visibility in areas where it would be unsafe to send a peace officer.

This system can also be used to defuse or move potentially hazardous items. Not having access to this item would require the use of peace officers to engage in high-risk tasks. There is no known alternative to this system.

Armored personnel carriers and wheeled vehicles that have a breaching or entry apparatus : Armored
vehicles are used to provide ballistic protection to officers and members of the public during rescue, critical incidents and other hazardous situations. These vehicles allow officers closer access to high- risk situations while substantially reducing the physical risk to the officers and the public. These vehicles are built on commercial vehicle chassis and are primarily a reinforcement of civilian commercial vehicles. As such, there are no reasonable alternatives to providing the same level of ballistic protection.

Command and control vehicles
: The mobile incident command (MIC) vehicle is an unarmored vehicle equivalent to a commercial recreational vehicle. It is equipped with specific communication and audio-visual devices to assist in command and control of a critical incident. This vehicle allows for mobile incident command and use of the Incident Command Systems facilitating the best possible on scene decision-making by key leaders. It provides for mobility, sheltering, and logistical support, restroom facilities and power. There is no known alternative to the MIC vehicle that provides the same amount of mobility and support at one location in a quick deploying package.

Breaching apparatuses, battering rams, slugs
: Battering rams and breaching apparatus are used to
City of Sacramento Page 6 of 8
File ID: 2022-01479 9/13/2022 Discussion Item 07.
defeat locked, barricaded or fortified locations allowing officers to conduct rescues or high-risk forceable entries. These items allow peace officers to quickly enter a structure when time is of the essence. This would include, but is not limited to, an active shooter or kidnapping situation. In such situations, time is of the essence and it would not be feasible to wait for other delayed access to the structure. There is an alternative used for low risk and/or non-fortified situations, specifically, handheld battering rams. However, this alternative does not afford the same level of protection or speed that such equipment provides when necessary. As such there are no reasonable alternatives to these items when they are required.

Specialized firearms and ammunition including assault weapons : Patrol rifles, Special Weapons and
Tactics (SWAT) rifles, and sniper rifles enable officers in compliance with the SPD’s Use of Force Policy to address medium to long distance threats, or those threats who are heavily armed, armored or both. In both short and long-distance deployments, they allow officers precision shot placement minimizing the risk to officers and innocent bystanders. There are no known alternatives to these weapons that will provide the same level of distance or precision.

Flashbangs
: Flashbangs are used as a distraction device in order to disorient or divert the suspect’(s) attention away from officers. They can allow officers to gain safer access to a high- risk situation, giving extra time to assess and analyze existing threats and can prevent injury to officers and citizens. These devices can often lead to a safer resolution and allow officers to take a suspect into custody without force. There is no known alternative to a flashbang when it is necessary.

Explosive breaching tools
: Explosive breaching tools are used by the Explosive Ordinance Detail in order to enter fortified or hardened structures to allow for rescue or other high-risk police entries.

They are only used when time is of the essence to preserve life. Without these items, peace officers may not be able gain access to a location in a safe and timely manner to engage in necessary police operations. They are used when there are no other reasonable alternatives to rapidly breach a location.

Tear gas and pepper balls
: Tear gas and pepper ball are less lethal methods used to address violent or riotous crowds when there is a risk of physical safety. They are also used to safely extract a suspect from a fixed location or safely detain a suspect who poses a risk of violence to officers. Tear gas allows peace officers to deploy a less lethal chemical agent into a structure where other weapons would not be capable of doing so. These weapons are themselves less lethal and afford peace officers an added option to avoid lethal force encounters. When these items are reasonable and necessary for use, there is no other alternative.

Long Range Acoustic Device (LRAD):

The LRAD is used to address the public when standard sound amplification equipment is not sufficient to provide adequate range or capability needed. There is no reasonable alternative that would suffice in situations where the LRAD is necessary. 40mm projectile launchers and bean bag shotguns: The 40mm launcher affords the ability to deploy less lethal chemical agents and impact munitions. This allows officers to address a threat from a greater distance and provides an alternative option for deadly force when reasonable. The bean bag shotgun also allows officers to confront a potentially armed or dangerous suspect at a longer distance. This can potentially prevent a deadly force encounter. When necessary, there is no alternative to these less lethal weapon systems.

City of Sacramento Page 7 of 8
File ID: 2022-01479 9/13/2022 Discussion Item 07.

Possible New Acquisition
The Rook, a custom manufactured, armored critical incident vehicle, will provide peace officers as many options as possible to safeguard lives, ensure safety, and protect civil liberties. The Rook will allow officers to get closer to an incident with the necessary ballistic protection to resolve the situation with the least amount of force possible. The Rook provides the ability to gain proximity and sight on a suspect allowing for more effective communication, the possible deployment of less than lethal force options and for quicker response should other lives become at risk.

The requested Rook Tactical Vehicle will sustain SPD SWAT’s core capabilities of protection, response, prevention, mitigation, and recovery to a terrorist attack, critical incident, or rescue, by allowing tactical team members access to a mobile piece of equipment for the safety of officers and civilians. The SPD SWAT Team needs mobile National Institute of Justice (NIJ) certified Level IV protection in off-road environments, tight indoor and outdoor spaces, and at second floor levels of structures. SWAT also needs NIJ Level IV protection in order to provide life-sustaining/saving services during critical incidents, conduct stabilization and rescue efforts, and ensure a safe and secure environment. The Rook will also sustain efforts to identify and locate threats or hazards, including explosives and ballistic threats. At this time, there are no other commercially produced vehicles available that can achieve the same objective of officer and civilian safety.

The SPD will be seeking grants to pay for the Rook. The current grant that we are exploring is with the State of California Office of Emergency Services. The grant is for approximately $500,000. The estimated cost of the Rook is $408,000 (Surplus funds from the grant would be used to purchase a trailer and Ford F650 for hauling purposes).

Financial Considerations: The SPD will use a combination of funding via multiple sources such as the General Fund and grants to support proposed, current and on-going equipment costs.

Local Business Enterprise (LBE): Not applicable.

5 Annual Military Equipment Use Report 2021
Executive Summary
On September 30, 2021, California Governor Gavin Newsom approved Assembly Bill 481, requiring law enforcement agencies to obtain approval from the applicable governing body (Mayor and City Council), by adoption of a military equipment use policy.

The Sacramento Police Department is required to seek City Council approval of their Military Equipment Use Policy at a regular open meeting prior to taking certain actions relating to the funding, acquisition, and use of military equipment.

Assembly Bill 481 allows the governing body to approve the funding, acquisition, and use of military equipment within its jurisdiction, only if it determines that the military equipment meets specified standards. The Military Equipment Use Policy is subject to City Council review to determine whether the standards set forth in Assembly Bill 481 have been met, based upon an Annual Military Equipment Use Report.

Finally, Assembly Bill 481 requires publication of the Military Equipment Use Policy and the Annual Military Equipment Use Report on the Department’s website.

Assembly Bill 481
California Government Code section 7072 states the following:

(a) A law enforcement agency that receives approval for a military equipment use policy pursuant to Section 7071 shall submit to the governing body an annual military equipment report for each type of military equipment approved by the governing body within one year of approval, and annually thereafter for as long as the military equipment is available for use. The law enforcement agency shall also make each annual military equipment report required by this section publicly available on its internet website for as long as the military equipment is available for use. The annual military equipment report shall, at a minimum, include the following information for the immediately preceding calendar year for each type of military equipment:

(1) A summary of how the military equipment was used and the purpose of its use.

(2) A summary of any complaints or concerns received concerning the military equipment.

(3) The results of any internal audits, any information about violations of the military equipment use policy, and any actions taken in response.

(4) The total annual cost for each type of military equipment, including acquisition, personnel, training, transportation, maintenance, storage, upgrade, and other ongoing costs, and from what source funds will be provided for the military equipment in the calendar year following submission of the annual military equipment report.

6 Annual Military Equipment Use Report 2021
(5) The quantity possessed for each type of military equipment.

(6) If the law enforcement agency intends to acquire additional military equipment in the next year, the quantity sought for each type of military equipment.

(b) Within 30 days of submitting and publicly releasing an annual military equipment report pursuant to this section, the law enforcement agency shall hold at least one well- publicized and conveniently located community engagement meeting, at which the general public may discuss and ask questions regarding the annual military equipment report and the law enforcement agency’s funding, acquisition, or use of military equipment.

In addition to maintaining the highest levels of public safety, The Sacramento Police Department is committed to transparency, public trust, community partnerships, and compliance with the law. As such, the Department has authored the following Annual Military Equipment Use Report in accordance with annual reporting requirements set forth in California Government Code section 7072.

7 Annual Military Equipment Use Report 2021
Introduction
The Sacramento Police Department possesses and employs a wide variety of military equipment to assist in safely achieving the furtherance of its mission statement to “work in partnership with the Community to protect life and property, solve neighborhood problems, and enhance the quality of life in our City.” While the inventory of military equipment varies, the mere possession of the equipment does not warrant its use for every incident.

The Sacramento Police Department recognizes that critical incidents are unpredictable and can be very dynamic in nature. A variety of equipment options can greatly assist incident commanders, officers, and specific units in bringing those incidents to a swift resolution, in a safe manner. The use of military equipment is restricted to certain instances and in some cases only by certain units. The use of the Department’s military equipment is continuously evaluated and the use of such equipment by department personnel is influenced by the totality of the circumstances, public safety, officer safety, civil rights, State law, and information available at the time of use.

It is incumbent upon incident commanders, supervisors, individual officers, and specific units to recognize the particular circumstances wherein military equipment should be employed to enhance the safety of the public and officers, and to bring a critical incident to a safe resolution.

This Annual Military Equipment Use Report outlines a summary of military equipment usage guidelines, inventory, fiscal impact, complaints, and reported concerns from December 14, 2021, through April 30, 2022.

10 Annual Military Equipment Use Report 2021
Summary of Military Equipment Usages
The City of Sacramento is the sixth largest city in California by population and is home to approximately 500,000 people. The volume of calls for service to which the Sacramento Police Department responds to on an annual basis reflects a population of that size. In 2021, the Department responded to 170,000 calls requiring an officer response and 79,610 officer initiated calls.

In 2021, Sacramento police officers contacted over 250,000 people. Of those contacts, force was used ninety-seven (97) times. Of the force options utilized, military equipment in the form of projectiles were only used during nineteen (19) of those contacts. These statistics illustrate the relatively few instances (less than 1%) of force used by Sacramento police officers in relation to overall contacts. Moreover, force used involving the use of military equipment is an even smaller subset of the overall force used during this time span.

While the Sacramento Police Department’s inventory of military equipment is varied, the mere possession of the equipment does not warrant its use for every incident. The Sacramento Police Department recognizes that critical incidents are unpredictable and can be very dynamic in nature. A variety of military equipment options can greatly assist incident commanders, officers, and specific units in bringing those incidents to a swift resolution in a safe manner. The use of military equipment is restricted for use only in certain instances and in some cases only by certain units.

This section outlines the military equipment usage from December 14, 2021, to April 30, 2022. Certain items of military equipment, particularly consumables (ammunition, diversionary devices, pepper balls, chemical agents, etc.) are used throughout the year on a regular basis for training to maintain proficiency. Training usage is not captured in this section. This section only provides data for the operational use of military equipment listed within this Annual Military Equipment Use Report.

Outreach and Community Engagement
The Sacramento Police Department is committed to improving the trust and confidence between the Department and the community it serves. As the Department strives to enhance community relationships and continues to be a progressive leader amongst law enforcement agencies nationwide, we want to ensure the public has access to the way its Police Department operates and engages with the public. The Sacramento Police Department regularly utilizes select military equipment, including UAS, Armored Vehicles, the Mobile Incident Command and Crisis Negotiation Team Vehicles, during outreach and community events, as a means of public awareness, transparency and education. Military equipment may also be displayed during community events as a means of providing a safe environment for the public to enjoy all of the great amenities the City of Sacramento has to offer.

22 Annual Military Equipment Use Report 2021
Fiscal Impact
Fiscal Year (FY) 2022
July 2021 – June 2022

Currently the Sacramento Police Department maintains a workforce comprised of over 769 full-time equivalent (FTE) sworn peace officer positions and 357.96 FTE professional staff positions. The department’s adopted budget for FY 2021/22 was approximately $207,654,975, 93% of which is allocated for personnel expenses. The portion of the budget allocated for military equipment expenditures represents only a small fraction of the Department’s operating costs. However, the funds spent on military equipment are an integral part of providing the essential resources and material needed to keep the community and officers safe. The significance and enhanced capability that the current military equipment inventory provides is immense and cannot be understated from a public safety perspective.

The following outlines the fiscal impact of military equipment on the annual budget. As evidenced by the chart below and subsequent data tables, military equipment and related costs are nominal as compared to the overall Department budget. Cost breakdowns showcase the individual equipment prices per unit, combined with costs related to training, maintenance, upgrades, other ongoing costs, and source funding:
