Issue Detail: The South Sacramento Parkway Trail West Project (K15155000) will construct a new Class I bike trail facility adjacent to Interstate 5 south of Pocket Road/Meadowview Road and Freeport Boulevard. The new trail will connect the Freeport Shores Bike Trail to the North Delta City of Sacramento Page 1 of 3

Shores Bike Trail.
The project will eliminate a significant barrier created by Interstate 5. The closest crossing of Interstate 5 for bicycles and pedestrians is at the Pocket Road/Meadowview Road interchange, approximately one-half mile north of the project site. The new trail will provide a key link in the planned South Sacramento Parkway, which was envisioned as a bicycle/pedestrian corridor connecting the Sacramento River Trail to the southeast corner of the City and the City of Elk Grove.
Executing a Freeway Maintenance Agreement and a Freeway Agreement with Caltrans are required to move forward with construction of the Class I bike trail facility within the State right-of-way.
Policy Considerations: The proposed project is consistent with the City’s General Plan goals and policies as follows:
· M 1.2.1 - Multimodal Choices: to develop “multimodal transportation system that improves the attractiveness of walking and bicycling”
· M 1.3 - Barrier Removal: to “improve accessibility and system connectivity by removing physical and operational barriers to safe travel,” specifically · M 1.3.2 - Eliminate Gaps: which states “the City shall eliminate ‘gaps’ in roadways, bikeways, and pedestrian networks.”
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): The Project is exempt from CEQA pursuant to CEQA Guidelines Sections 15303. The City filed a Notice of Exemption on May 18, 2015.
The Project is covered by CEQA Guidelines Class 3 and Section 15303 because the Project consists of the construction of a new segment of trail. There are no unusual circumstances that might lead to a significant effect on the environment.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (3).
Sustainability: The project is consistent with sustainability goals of promoting walking and cycling by developing a universally accessible, safe, convenient, integrated, and well- connected pedestrian and cycling system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contribute City of Sacramento Page 2 of 3

towards Sacramento’s climate change goals.
Commission/Committee Action: The South Sacramento Parkway Trail West project is scheduled be presented to the Active Transportation Commission and Disabilities Advisory Commission in Fall 2022.
Rationale for Recommendation: The South Sacramento Parkway Trail West project is a new Class I bike trail within State access control right-of-way. Allowing construction of the new Class I bike trail segment in State right-of-way requires modification of the Freeway Agreement with Caltrans, superseding the existing 2009 Freeway Agreement. In addition, execution of a Freeway Maintenance Agreement is required as a condition of State approval of the Project. It is necessary for the City of Sacramento and Caltrans to enter into a Freeway Maintenance Agreement to address the responsibilities of the City and Caltrans relating to maintenance issues regarding chain link fencing, bicycle paths, weed control, and legal relations and responsibilities. The City Council approval is needed to execute the freeway agreements with the State of California.
Financial Considerations: The estimated cost to complete design phase for the South Sacramento Parkway Trail West project (K1515000) is about $460,000. There is sufficient funding to cover this project to complete the design phase and the costs of processing the recommended action in this report. Staff will return to City Council for the necessary budgetary adjustments to award construction.
Local Business Enterprise (LBE): Not applicable.
