Description/Analysis
Issue Detail: The Department of Community Response (DCR) is recommending contracting with Safe Choice Security to continue to provide security and help mitigate the impacts of homelessness in our community.

In March 2022, DCR contracted with Safe Choice Security to provide security 24-hours/7 days a week to various DCR contracted sites. In June 2022, DCR supplemented the existing agreement with Safe Choice to continue for two additional months while strategizing the overall security needs at DCR contracted sites.

DCR and leadership operators at DCR contracted sites have had an overwhelmingly positive partnership with Safe Choice Security. Safe Choice meets with providers at these sites on a weekly basis and has received praise from providers in their ability to aid in moments of need. Safe Choice leadership provides DCR with daily observation reports and has proven to be a strong partner, City of Sacramento Page 1 of 2

working in collaboration with both service providers and DCR staff.

Security guards employed by Safe Choice receive extensive training in Mental Health Crisis Triage, Cross Cultural Communication, De-escalation, and Trauma Informed Care and Response. Safe Choice understands the need for trauma informed, culturally competent staff to avoid traumatization of individuals experiencing homelessness.

The Supplemental Agreement will cover one year of services at the following sites, 24 hours/7 days a week:
- Miller Park Safegrounds/ Front St. Safe Parking site
- Meadowview Navigation Center
- Outreach and Engagement Center
- X Street Navigation Center (costs are reimbursed to the City by SHRA) Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non-professional services that is for $250,000 or more requires City Council approval.

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” and is not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)).

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Services provided by this agreement will help mitigate the impact homelessness has had on the City.

Financial Considerations: Sufficient funding is available (Measure U Fund, Fund 2401) in the Community Response MYOP (I23000100) to execute a Supplemental Agreement with Safe Choice Security in an amount not to exceed $2,101,250.

Local Business Enterprise (LBE): Safe Choice Security is local to the Sacramento region.
