Description/Analysis
Issue Detail: In August 2016, the City Council accepted the Broadway Complete Streets Plan as the City’s guide for the reconfiguration of the Broadway corridor between Interstate 5 and State Route

99. On February 14, 2017, the City Council approved the establishment of the Broadway Complete Street Capital Improvement Project.

When fully implemented, the Broadway Complete Street Project (T15175300) will transform Broadway from 3rd Street to Franklin Boulevard into a complete street that provides an active pedestrian, bicycle, and transit friendly environment. The accepted plan and proposed project will reduce the vehicle travel lanes from four lanes to two lanes with a center turn lane, add buffered bike lanes, accommodate parking, and improve pedestrian crossings. To accommodate vehicular traffic circulation with the lane reduction on Broadway, the project will reestablish one block of 29th Street, between X Street and Broadway, which will connect at the intersection with the southbound SR-99 onramp. This is the location of the former 29th Street, which was removed with the construction of Highway 50/80 and the freeway-to-freeway interchange between Highway 50 and SR-99, under Freeway Agreements between the California Highway Commission and City dated July 15, 1965 (City Agreement 1395) and July 30, 1965. The location will remain under State access control, and the City will maintain the reconstructed 29th Street roadway segment, consistent with maintenance of local road crossings under the State highway.

To proceed with the construction of 29th Street between X Street and Broadway, Caltrans requires that the City execute Superseding Freeway Agreements. Because this project is located at the Highway 50/SR-99 interchange the City is required to execute superseding freeway agreements for both SR-99 and Highway 50 which will replace the existing 1965 Freeway Agreements and will identify 29th Street as a proposed local road crossing. Per Caltrans processes, prior to completing the Superseding Freeway Agreements the City must provide Caltrans and the California Transportation Commission with a Resolution (Attachment 2) approving the proposed revision to the freeway agreements and authorizing the City Manager or the City Manager’s designee to execute the Superseding Freeway Agreements in the future.

Policy Considerations: The actions requested herein are necessary for the construction of the Broadway Complete Street project, which is consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:

M1.2.1 - Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.

These improvements will accommodate cyclists of varying experience levels and abilities and increase overall ridership.

The project is consistent with goals established in the Central City Specific Plan for the Broadway District:

LU.7.10 - Broadway Complete Streets Plan. Implement the Broadway Complete Streets Plan which introduces traffic calming, reduced roadway and intersection widths, reduced left turn lanes, consistent curb treatments, street lighting, and additional on-street parking.

The Central City Specific Plan included the 29th Street extension in its Mobility Element, identifying it City of Sacramento Page 2 of 4

as a “New One-Way Roadway Connection” in the Preferred Roadway Network.

Economic Impacts: None
Environmental Considerations:

California Environmental Quality Act (CEQA): On October 15, 2019, the City Council approved an addendum to the Central City Specific Plan Environmental Impact Report (CCSP EIR) to include the improvement proposed with the Broadway Complete Streets Project.

The CCSP EIR evaluated the potential impacts for the improvements identified in the Broadway Complete Street project, including the lane reduction, bike and pedestrian facilities, streetscape improvements, lighting improvements, and 29th Street extension between Broadway and X Street. Supplemental traffic analysis was performed to evaluate intersection and corridor operations, and operations along adjacent streets. The supplemental analysis identified no significant impacts that were not previously identified and evaluated in the CCSP EIR.

National Environmental Policy Act (NEPA): This project is federally funded. In compliance with the NEPA, Caltrans determined on March 3, 2020, that the project is a Categorical Exclusion under 23 CFR 771.112(c)(3), and is categorically excluded from needing to prepare an environmental assessment (EA) or environmental impact statement (EIS).

No further environmental review is required for subsequent actions of the previously approved project.

Sustainability: The Broadway Complete Street project is consistent with City Council’s sustainability priorities. The transportation sector accounts for 48% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase use of transit and active modes. The project under development would implement the Climate Action Plan by providing enhanced pedestrian and bicycle connections. Improvements would also support one of Sacramento Regional Transit’s busiest bus routes, further supporting vehicle trip reductions.

Commission/Committee Action: None
Rationale for Recommendation: The Broadway Complete Street project requires the construction of a new roadway segment within State access control, to accommodate changes in vehicular circulation needed for the proposed lane reduction and bicycle enhancements. Construction of the new roadway segment in State access control requires a new Freeway Agreement to supersede the existing Freeway Agreement, and a request to install a new public road connection to SR-99. Council action is required to execute a Freeway Agreement with the State of California, and to request a new City of Sacramento Page 3 of 4

public road connection to state highways.

Financial Considerations The estimated total cost to complete preliminary engineering for the Broadway Complete Streets Project is $2.3 million. There is sufficient funding within the project to complete processing of the recommended action and complete final design. Staff will return for City Council approval of budgetary actions associated with programmed federal grant funds for this project at construction award.
