Description/Analysis
Issue Detail: Until 2007, the United States Army Corps of Engineers (USACE), Sacramento District, provided letters of determination to FEMA and the Sacramento Area Flood Control Agency (SAFCA) stating that reaches of levees within the Sacramento Region were designed and constructed to safely pass the FEMA base flood elevation. Their evaluation was based on existing data and following the policy in place at the time. In 2010, the USACE notified SAFCA that the existing USACE levee certifications will be revoked as of 2013 due to revision in USACE standards in evaluating levee systems. In response, SAFCA is moving forward with levee certification in support of the City and County of Sacramento.
Part of SAFCA’s certification project covers the interior drainage components of the levee system that City of Sacramento Page 1 of 3

function to evacuate stormwater from the interior drainage areas through local levees to the Sacramento and American Rivers, and to the North Streams and South Streams Groups. The City is responsible for preparing a detailed Interior Drainage Study for the levee systems along Dry Creek, Robla-Arcade Creeks, American River North and South, the Natomas Basin and the Magpie Creek Diversion Channel. SAFCA has broken these levee segments up into three Packages.
Staff recommends Council approve an agreement with MRPE, to provide an interior drainage analysis for four City drainage basins (83, 103, 151 & 153) and prepare a report and submittal for FEMA review for six City drainage basins (83, 103, 151, 153, 157 & 158) associated with Package 2 of SAFCA’s Levee Certification Project.
Policy Considerations: City Council approval is required for professional service agreements of $250,000 or more per City Code 3.64.020.
Economic Impacts: None.
Environmental Considerations: The current project has been determined to be exempt from the requirements of the California Environmental Quality Act (CEQA), under CEQA Guidelines Section 15306 - Information Collection. Projects exempt under Section 15306 consist of basic data collection, research, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.
Sustainability: The proposed project is consistent with the 2035 General Plan. It complies with Utilities Policy 4.1.2 as it identifies facilities needed to prevent 10-year event street flooding and 100- year event structure flooding and Public Health and Safety Policy 4.1.1 as it addresses disasters such as flooding and levee failures.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On June 27, 2022, a Request for Proposal (RFP) was advertised and issued on PlanetBids for interior drainage analysis and FEMA mapping and reporting. On the due date of July 21, 2022, one proposal was received from MRPE Inc.
Staff reviewed the proposals and based on their knowledge, expertise, and experience, MRPE Inc. was selected to provide the requested services.
Financial Considerations: The proposed agreement is for an amount not-to-exceed $410,000.
Sufficient funding exists in the Flood Control MYOP (I14010100, Fund 6011) and Drainage CIP MYOP (I14710100, Fund 6011) to award the agreement.
There are no General Funds allocated or planned for this project.

Local Business Enterprise (LBE): Contractor is an LBE.
Background: The levees addressed in Package 2 provide flood protection to drainage basins 83, 103, 151, 153, 157 & 158. Basins 157 and 158 are included in a separate City project whose scope is covered by the LEAP Grant. The goal of the LEAP Grant efforts is to support development of affordable housing. To reduce a key development impediment related to flood mitigation criteria, the City is developing hydrologic & hydraulic (H&H) models and conducting deficiency analysis for these drainage basins. Therefore, H&H modeling for Basins 157 and 158 is not covered in this scope of work, however these basins need to be included in the City’s submittal to FEMA as part of SAFCA’s Levee Certification Package.
The interior drainage analysis for the remaining segments of levee and corresponding city basins are covered under the existing Package 1 project and a future project for Package 3. SAFCA has coordinated with FEMA on a timeline to submit the final package that incorporates all levee segments and city basins by 2025.
