Issue Detail: In 2021, the City signed lease agreements with Caltrans to operate the following surface parking lots located under the W/X Freeway:

§ 21st Street between W and X Streets (City Agreement No. 2021-0656) § 22nd Street between W and X Streets (City Agreement No. 2021-0657) Those leases expire June 30, 2031, and Caltrans and City staff would like to amend those leases to change the expiration of each agreement to October 31, 2057.
Due to Caltrans’ Highway 50 expansion project, the above parking lots were closed in March 2021 and are expected to reopen by the end of 2022.
Policy Considerations: This recommendation supports the 2014 City of Sacramento Selected Parking Assets, Parking System Assessment by Walker Parking Consultants to increase the overall parking supply under City Management.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This agreement is exempt from the CEQA under CEQA Guidelines Section 15301 because the agreement involves operation of an existing private structure or facility involving no expansion of the existing use.
Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.
Commission/Committee Action: None.
Rationale for Recommendation: The parking lots under the W/X Freeway have become an important resource for the City and many businesses. The parking lots have been used in the past by employees working events at the Golden 1 Center who used RT services to and from downtown.
Midtown Covenant Church relies on the 18
th Street parking lot to support visitor parking. For years, the Farmer’s Market and Antique Faire have held their events in the parking lots. Local landlords rely on these parking lots as a source of parking for their tenants. Amending the agreements with Caltrans will ensure the City is able to provide long-term parking management solutions and increase the supply of parking to support local businesses, development along the Broadway Corridor, and special events.
Financial Considerations: Monthly rent under each lease agreement will be based on a 50 percent share of gross revenue earned from the City’s operation of the parking lots. The City’s share of revenue will be credited to the Parking Fund (Fund 6004).
Local Business Enterprise (LBE): Not applicable.
