Description/Analysis
Issue Detail: Broadway between Martin Luther King Jr. Boulevard and Stockton Boulevard was identified in the City’s Vision Zero Action Plan as one of the top five corridors in Sacramento with the highest numbers of fatal and serious crashes involving pedestrians, bicyclists, and motorists. A technical analysis of collisions along this segment of Broadway found 12 crashes between 2009 and 2017 that resulted in a fatality or severe injury. Five of these crashes involved a pedestrian and two of these crashes involved a bicyclist. The lowest pavement condition index along this corridor is 48, which is considered poor.

The Broadway Vision Zero Project was established under the Transportation Corridor Program (R15210000). It will bring pavement conditions to a state of good repair and will also include closing bike lane gaps, sidewalk improvements, additional visible marked crossings, upgrading existing

unsignalized crossings to controlled crossings, modifying signals to provide protected left turns, and installing advance dilemma zone detection at intersections.

The purpose of the project is to address the collision history of the corridor by slowing down automobile traffic, modernizing signal equipment, improving bicycle and pedestrian facilities, as well as improving pavement conditions by resurfacing the corridor.

The City of Sacramento conducted a formal procurement process to retain a qualified professional engineering firm to complete preliminary engineering and construction support for the Broadway Vision Zero Project. Based on the merits of the written proposals and subsequent interviews, a panel consisting of City staff is recommending awarding the contract to the top ranked firm, Mark Thomas & Company Inc (Mark Thomas). City Council approval is needed for the award of the consultant contract.

Policy Considerations: The Broadway Vision Zero Project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The project will help manage safe operating conditions on Broadway (General Plan M 1.1.2), improve pedestrian safety at intersections and crossings (General Plan M2.1.7), and ensure traffic signal operations that considers the safe and efficient travel for all modes (General Plan M 4.4.4).

The action is also consistent with the adopted Vision Zero goal to work collaboratively in a data- driven effort to eliminate traffic fatalities and serious injuries by 2027, including to develop designs and secure grant funding for first Top 5 priority corridors, with a focus on roadway designs for reduced speeds (2.2).

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment and are therefore not subject to CEQA review. Appropriate CEQA review for the project will take place as part of project development.

Sustainability: The recommended action supports City sustainability goals. The transportation sector accounts for 57% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would implement the Climate Action Plan by providing enhanced pedestrian and bicycle connections.

Commission/Committee Action: At the August 20, 2020, Active Transportation Commission meeting, the Commission passed a motion to forward a recommendation to the City Council to adopt the Vision Zero Top 5 Corridors Plan, which included Broadway between Martin Luther King Jr.

Boulevard and Stockton Boulevard.

Rationale for Recommendation: The Department of Public Works advertised a request for proposals for the competitive selection of a consultant firm or team to provide design, environmental clearance, and construction support for the Broadway Vision Zero Project. Two firms responded:
· Mark Thomas
· Psomas
A panel consisting of City staff from the Department of Public Works reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan. All proposals were deemed qualified responders to the proposal solicitation process, and both firms were selected to interview. After the interviews, Mark Thomas was unanimously selected by the panel as the top ranked firm.

Financial Considerations: The total estimated cost for preliminary engineering and the preparation of construction documents is approximately $1 million. There is sufficient funding available in the 2021 Transportation Corridor Program (R15210000) -- Broadway Vision Zero to execute a Professional Services Agreement not to exceed $676,680 with Mark Thomas to complete preliminary engineering, environmental documentation, and construction support for safety improvements on Broadway from Martin Luther King Jr. Boulevard to Stockton Boulevard.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): Mark Thomas is an LBE.
