RE: SUPPORT – AB 777 (McCARTY) STATE PROPERTY: TRANSFER: HOUSING Dear Governor Newsom:

On behalf of the City of Sacramento (City), I write to respectfully request that you sign AB 777 (McCarty). AB 777 would authorize the Department of General Services (DGS) to transfer the property at 4949 Broadway in Sacramento to the University of California at Davis (UC Davis) Medical Center to construct below local market rate rental housing for faculty, staff, and students, when deemed excess by the State.

AB 777 paves the way for the identified property to be used for affordable student and employee housing as an integral part of the UC Davis Sacramento campus – including the 1.4 million sq. ft. Aggie Square project. Located on the UC Davis Sacramento Campus along the Stockton Boulevard corridor, Aggie Square will be an innovation hub for the Sacramento region, driving commercialization of university research, growing local companies, bringing new employment opportunities to Sacramento, and adding vitality to the Stoc kton Boulevard corridor. The project offers tremendous opportunity to connect UC Davis students with expanded academic and research offerings occurring at Aggie Square.

This bill would help provide a local solution to a statewide problem – the lack of affordable housing for college students and staff while also easing the risk of displacement of existing residents as a result of the limited supply of affordable housing.

Housing is at a crisis level and the additional employment and new student population envisioned at Aggie Squar
e will increase that tension. Housing is critical to the project’s success and our City’s success. AB 777 will provide real opportunity for affordable housing development and further the implementation of the City’s commitments to anti-d isplacement and neighborhood stabilization, while ensuring that students and staff can hav e affordable options in close proximity to the Sacramento campus, enhancing the access to university 915 I Street New City Hall 5th Floor

the reasons stated above, the City respectfully requests that you sign AB 777 into law. If you woul d like to discuss our support further, please contact Consuelo Hernandez, Director of Governmental Affairs, at 916-808-7395 or [email protected].

RE: AB 1938 (FRIEDMAN) TRAFFIC SAFETY: SPEED LIMITS - REQUEST FOR

SIGNATURE
Dear Governor Newsom:

On behalf of the City of Sacramento (City), I write to respectfully request that you sign AB 1938 (Friedman). This bill would clarify that cities should maintain existing authority to lower speed limits in addition to the changes made by AB 43 (Friedman) Chapter 690, Statutes of 2021.

Last year the Legislature passed AB 43, which gave cities additional flexibility to lower speed limits in areas with high concentrations of bicyclists and pedestrians, as well as safety corridors where local authorities were experiencing the highest number of injuries and fatalities. Unfortunately, some have interpreted AB 43 in a way that removed existing authority to lower speed limits, negating the positive effects of AB 43 and forcing cities to increase, not decrease, speed limits. AB 1938 fixes that by codifying the Manual of Traffic Control Devices as it read on March 31, 2021, to ensure that cities maintain the authority they had to lower speed limits prior to the passage of AB 43 in addition to the new authorities given to them with AB 43.

According to the National Safety Council (NSC), vehicle miles traveled dropped 13% in 2020, but the mileage death rate went up 24%, the highest estimated year-over-year jump in 96 years. Over 42 thousand Americans lost their lives to traffic violence in 2020, and an estimated 4.8 million additional road users were seriously injured last year. 2021 also saw an increase in traffic fatalities. NSC is reporting that more than 46,000 people died on U.S. roads, a 9% increase from the year before. According to the National Transportation Safety Board, speeding accounts for nearly a third of all traffic fatalities. 915 I Street New City Hall 5th Floor
Sacramento, California 95814-2604
[email protected] O: 916.808.7005 F: 916.264.7680 Every three days someone is killed or seriously injured on the City’s streets. Nearly half of the people killed were on foot or on bike. Alarmingly, between 2009 and 2015 crashes where someone was killed or seriously injured while walking or biking increased by 63%. This grim statistic disproportionately impacts Sacramento’s children, who may walk or bike to and from school by choice or have no other option.

In January 2017 our City Council responded to the city’s transportation related safety issues by adopting a resolution setting the following goal: The City is working collaboratively in a data-driven effort to eliminate traffic fatalities and serious injuries by 2027. By doing so, the City joined a number of other cities around the world that have adopted the ‘Vision Zero’ strategy to eliminate traffic fatalities and serious injuries while increasing safe, healthy, and equitable mobility for all.

Reducing speed limits has been shown to reduce both injuries and fatalities on the road.

According to the University of California Institute of Traffic Studies, reducing speed limits on limited access roads by 5 miles per hour can reduce injuries between 8% and 15%, with some studies finding reductions as great as 28% and 39%. A range of research also suggests lowering speed limits may result in the number of fatalities dropping by 10% to 30%, with one outlier study showing an 80% reduction in fatalities.

AB 1938 will provide the City the ability to keep speed limits at a safe speed and move us towards our Vision Zero goal.

For the reasons stated above, the City respectfully requests that you sign AB 1938 into law. Should you have any questions about our support, please contact Consuelo Hernandez, Director of Governmental Affairs, at 916-808-7395 or [email protected].

RE: AB 2185 (WEBER) FORENSIC EXAMINATIONS: DOMESTIC VIOLENCE –

REQUEST FOR SIGNATURE

Dear Governor Newsom:

On behalf of the City of Sacramento (City), I write to respectfully request that you sign AB 2185 (Weber). This bill would provide domestic violence victims access to medical evidentiary exams, free of charge, by Local Sexual Assault Response Teams (SART) or other qualified medical evidentiary examiners.

AB 2185 would bring access to medical evidentiary exams for victims of domestic violence assault on equal footing with those of sexual assault victims. While medical evidentiary examinations for sexual assault are currently funded by the state, this is not the case for domestic violence evidentiary examinations.

AB 2185 would require that the medical evidentiary exams be conducted by SART, Sexual Assault Forensic Examiner (SAFE) teams, or other qualified medical evidentiary examiners. It would standardize best practices and ensure survivors of domestic violence are connected to local social services or child advocacy centers for additional support.

Our Police Department believes that bringing domestic violence victims in line with sexual assault victims would provide additional victims the support they need and possibly help prevent future domestic violence murders. For the reasons, the City requests that you sign AB 2185 into law. Should you have any questions about our

support, please contact Consuelo Hernandez, Director of Governmental Affairs, at 916- 808-7395 or [email protected].

RE: SB 907 (PAN) ELECTRONIC BENEFITS TRANSFER SYSTEMS: FARMERS’

MARKETS - REQUEST FOR SIGNATURE
Dear Governor Newsom:

On behalf of the City of Sacramento (City), I write to respectfully request that you sign SB 907, which would establish a non-competitive grant program to expand access to Electronic Benefits Transfer (EBT) services at all certified farmers’ markets across California.

Farmers’ markets are an important source of low-cost, fresh fruits and vegetables for Californians in need of food assistance and increasing EBT access at farm ers’ markets will improve nutritional opportunities in areas of Califor nia where food deserts are prevalent.

Additionally, for small and mid-sized farming operations, farmers’ markets provide an important economic opportunity – a viable, local outlet for the sale of their produce.

SB 907 would establish a non-competitive grant program, jointly developed by the Department of Social Services and the Department of Food and Agr iculture, to support EBT access and staffing at farmers’ markets. Grant funding could also be used to scale and improve EBT processes at existing farmers’ markets, establish EBT access at new c ertified markets in under-served low-income communities, assist non-certified farmers’ markets with certification, and develop nutrition education programs and outr each efforts to local communities.

The City recognizes that there are huge gaps where healthy food choices aren’t available. At the beginning of the pandemic, the City launched the Food Justice Task Force, a group of food access advocates and local, state, federal leader s. The goals of the Task Force include ensuring that our most vulnerable communities recov er in an equitable manner and that our City has sufficient, healthy, and accessible food for all. The City has allocated $1.5 million to this effort. Farmers’ market match programs support the City’s efforts by encouraging people to come to farmers’ markets, which provide healthy food opportunities for people on EBT and support local businesses and farms.

The grant program established under SB 907 will help improve access to healthy foods for all California families, regardless of income, as well as increase the number of farmers’ markets throughout the state. We believe that every Californian should have equal access to local, 915 I Street New City Hall 5th Floor

RE: SB 1065 (EGGMAN) ABANDONED AND DERELICT COMMERCIAL VESSELS - REQUEST FOR SIGNATURE
Dear Governor Newsom:

On behalf of the City of Sacramento (City), I write to respectfully request that you sign SB 1065 (Eggman). This bill will help keep our waterways clean, safe, and address the harm that commercial abandoned and derelict vessels (CADV) cause by creating a statewide program to fund the inventory, removal, and destruction of these vessels as well as a Coordinating Council to provide program oversight and coordination of removal efforts.

Unlike recreational vessels, such as ski, fishing and house boats, a statewide program does not exist to fund the removal and destruction of CADVs. State and local agencies have to rely on cooperation by vessel owners, lengthy legal approaches such as trespass and nuisance abatement actions, and limited federal actions. To give an example of the scope of this issue, the City has disposed of 20 vessels in the past 12 months, with an additional four pending disposal.

The limitations and disjointed federal, state and local authorities and responsibilities , coupled with no ongoing funding, is a significant impediment to addressing this problem.

SB 1065 addresses this issue by creating a statewide program and Coordinating Council of federal, state and local agencies that will identify, prioritize and fund the actual removal of CADVs from California’s waterways.

Without a program and ongoing funding, CADVs will continue to cause environmental harm and damage to California’s water quality, habitat, and ecosystems. For these 915 I Street New City Hall 5th Floor

RE: SB 1370 (PAN) ALCOHOLIC BEVERAGES: LICENSEES – REQUEST FOR

SIGNATURE

Dear Governor Newsom:

On behalf of the City of Sacramento (City), I write to respectfully request that you sign SB 1370. The City is a strong supporter of the new downtown headquarters for Capital Public Radio (CapRadio) at 1010 8th Street. CapRadio’s relocation from the campus of Sacramento State University to downtown Sacramento will help to jumpstart the revitalization of our downtown and bring additional investments to our downtown urban core.

SB 1370 is an important bill as it will allow CapRadio’s unique needs to comply with the Alcoholic Beverage Control (ABC) regulations. The new CapRadio headquarters will also include a downtown venue for live news reporting, arts, music, public affairs programs, and events which will be called Cap Radio Live, including concessions support. Specifically, free public events in this space will be supported in part by concessions revenue and this bill will help ensure that all of the events are free for both visitors and residents of the City of Sacramento.

SB 1370 is needed to help Cap Radio receive its license from the State ABC given the unique public service mission and needs of Cap Radio. For this reason, we respectfully request that you sign the bill into law. Should you have any questions about our support

of SB 1370, please contact Consuelo Hernandez, Director of Governmental Affairs, at 916-808-7395 or [email protected].
