Please state the reason(s) you would like to serve on this legislative body.

I am applying for the Utility Rates Advisory Commission in order to serve my community. I have lived in Sacramento for over ten years and have fallen in love with this City and wish to be able help give back. In the period since graduating from university and before moving to Sacramento, I had lived in three different cities in two countries over an eight year period, and while the experiences were enjoyable, and from a work perspective fulfilling, I never really felt like a member of the community. After moving to Sacramento for work in 2011, I bought a house, started a family and developed close and real connections to my neighborhood and the City. I have taken advantage of my time here to experience as many
different opportunities as possible. This even included visiting the Water Treatment Plant’s open house that was held in October 2016. As part of my goal of helping the community, I have sought out opportunities to volunteer and assisted on several occasions at the Public Library’s Central Branch. I have also supported other organizations monetarily.

Becoming a member of this commission would be another
way I can play a proactive role in my community.

Please list all of your professional experience directly related to the seat you are applying for.

I have over 15 years experience as a civil engineer working on engineering design, construction and project management on water resources projects. I previously served as a project manger for a $600M+ dam safety project, that required
constant coordination between all aspects of a large civil engineering project. In this position, my responsibilities include overall management and execution on a challenging civil engineering project. I deal regularly with both design engineers in multiple disciplines and construction field staff with multiple stakeholders and extensive public impacts that requires coordinating project funding and managing
schedules. This experience, in particular, I believe is well suited to serving on this board, especially with regard to reviewing proposals, developing recommendations, and
communicating with the public.

Please state the reason(s) you would like to serve on this legislative body.

I believe in good governance, transparency, and the democratic principle that government should be accountable to the public. Utilities serve extremely essential functions in people's lives. To some extent, the delivery of water, treatment of sewage, and management of waste is the fundamental backbone all civic life is built on. Although it's only a small role in process the Utilities Rate Advisory Commission (URAC) provides a link between these essential functions and members of the community. I am interested in serving on the URAC because I think I would be able to provide meaningful oversight that would support our utilities as they make needed rates adjustments and communicate that back to the public to help maintain our community's confidence in Sacramento's utilities.

Please list all of your professional experience directly related to the seat you are applying for.

I have been an environmental scientists working for the State of California for five years. In my role, I report on performance measures related to environmental, community, flood control, and water supply performance for California's Delta region (see: https://viewperformance.deltacouncil.ca.gov/).

In my role reporting on water supply performance measures I familiarize myself with many of the major water utility planning processes. For example, we review urban water management plan data for the entire state of California.

I have also helped prepare a regional climate change assessment. In my role, I prepare hydrologic models for the region and system operations to help examine flood and water supply risk (this story map is a good introduction to our work:
https://storymaps.arcgis.com/stories/c0b36285d38e456c961d344b89c045b6).

I am very interested in climate adaptation and am currently working on a regional climate change adaptation strategy.

In addition to natural science training, I also have training as social scientist. I have reviewed and helped develop economic and social models to support natural resource management decision making. I have participated in environmental justice research as an interviewer. I am also organizing a regional event to bring scientific experts and community members together (see: https://deltacouncil.ca.gov/blogs/building-bridges-with-science-for- communities).

Please list any training or education directly related to the seat you are applying for.

I have a Bachelor's degree in Geography from Macalester College. I have taken 4 years of PhD course work in Geography with a focus on water supply at UC Davis. I have professional training related CEQA, hydrological models used in California, and science communication.

Please list any additional experience, community activities, volunteering experience, or other qualifications that would be helpful in evaluating your application.

I am a member of my union's member action committee. I serve on a labor and climate change citizen group. I work with a mutual aid group distributing food, clothing, water, and hygienic goods to Sacramento's unhoused.

I recognize that the health and well-being of everyone in the Sacramento Region depends on our water and wastewater
treatment systems. I want to engage our community around the ongoing investment required to maintain this vital
infrastructure that is often taken for granted so we can ensure access for all to reliable service.

Please list all of your professional experience directly related to the seat you are applying for.

I’ve worked as an environmental scientist in Sacramento for over 25 years and currently focus on using GIS and 3D
modeling to support water quality monitoring and reporting compliance, site characterizations, remediation, and
environmental engineering and litigation. My project
experience includes monitoring low-level mercury in surface and groundwater in the Yuba Goldfields, treating acid mine drainage at abandoned mines in the Sierras, modeling
surface water runoff contributions to heavy metal loading in combined sewer overflows in the Northwest, and mapping
results of sanitary sewer inspections for engineering
evaluations in the Bay Area. My expertise in both GIS data visualization and water quality chemistry informs complex environmental projects with unique insights.

Please list any training or education directly related to the seat you are applying for.

A.S. Geographic Information Systems, American River
College;
M.S. Environmental Science and Engineering, Rice University; B.S. Chemistry, University of California at Berkeley.

My education at Rice University included coursework in
Water and Wastewater Treatment, Physical-Chemical
Processes in Environmental Engineering, Applied Water
Chemistry, Environmental Chemistry, Environmental
Microbiology, and a thesis on lab-scale bench testing of contaminant breakdown in an aerobic microbial bioreactor stocked with culture from a local wastewater treatment
plant. One of my favorite memories from the program was the day we toured the treatment plant from intake to
outflow and got to see what 36 MGD actually looked liked.

Aha!
Spatial databases and mapping technologies became
increasingly important to my work, so about ten years into my career I went back to school locally to train in GIS, which is a critical component of modern utility management.

Please state the reason(s) you would like to serve on this legislative body.

I would like to serve on the Utilities Rate Advisory
Commission for several reasons. I am passionate about
public service and understand the importance of public
participation in all levels of government, especially city government which represents our community. I believe I
would be a valuable member that provides meaningful
contributions to the Commission’s efforts, not only due to my education and background, but because I care deeply about the people of Sacramento and the honor, duties, and
obligations that come with public service.

Please list all of your professional experience directly related to the seat you are applying for.

I am an attorney with the California Environmental Protection Agency’s Office of Environmental Health Hazard Assessment, also known as OEHHA, and in my position I have participated in many public meetings as legal counsel. OEHHA holds
yearly public meetings with its three different scientific committees and I help prepare the office for those meetings and am available to provide OEHHA staff and committee
members with legal guidance during the meeting if the need arises. I also help prepare for and host public meetings that are requested when my office is proposing a new regulation.

I am also familiar with city counsel meetings as an observer.

Please list any training or education directly related to the seat you are applying for.

In my position as an attorney for a state office I have participated in several trainings on public meetings and hearings. Specifically, I have been trained on how to prepare for and conduct public meetings and hearings in person and via an online meeting platform, and maybe most importantly, I know that public meetings are very important and
necessary to have a thriving and healthy community. I earned a juris doctorate (J.D.) in law with a focus on environmental law and a master’s in law (L.L.M.) degree in Water Law both from the University of the Pacific McGeorge School of Law in Sacramento. While earning these degrees I focused my
courses on environmental law and public policy/government because I knew working for the people of California is what I wanted to do for a career. One of the best courses I took while completing my L.L.M. was taught by Sacramento
Assistant City Attorney Matthew Ruyak titled Local
Community Practice. This course was very enriching to my education because it dealt with key topics such as
government organization and structure, record keeping and public record release practices, and public meetings by city councils. In addition to my legal degrees, I earned a
bachelor’s degree in Political Science and I am generally knowledgeable about math, science, and history due to my education and person interests in these topics. I am passionate about public volunteering. During my time in law school, I received the highest level of commendation for completing over 150 hours of volunteer public service hours.

During these volunteer hours I participated in many activities including community beautification, clean-up days and food boxing and packaging sessions for the Red Cross and local food banks. When possible, my family and I also like to participate in community volunteer trash clean-up days and river and park clean-up days.

Please state the reason(s) you would like to serve on this legislative body.

Retirement gives me more time for community affairs. I've been a Sacramento resident and homeowner since 1984. I've long wished to know more about City utility systems and how rates are determined. I've heard rumors for years that utility revenues are used to subsidize other City operations
because it is easier to get utility rate increases than to raise taxes. I'm curious to know whether there is any truth to that rumor or, if not, to help debunk it.

Please list all of your professional experience directly related to the seat you are applying for.

None directly related. For the last twenty years of my career I worked for the State, first in health plan enforcement and then in financial regulation. Prior to that time I was an Assistant US Attorney in Sacramento for 5 1/2 years and worked for private law firms, primarily in civil litigation.
