Description/Analysis
Issue Detail: The Department of Youth, Parks & Community Enrichment (YPCE) is seeking approval for a Second Amendment to Priority Use Agreement (formerly called Primary Use Agreements) between the City and Sacramento United to pay for the installation of soccer field lights and in exchange receive permit fee credits. Granite Regional Park is an 83-acre regional park located at 8200 Ramona Avenue, Planning Area 5, Council District 6. Construction of the soccer field lights is expected to be completed by March 30, 2023.
Sacramento United holds a Priority Use Agreement (PUA) to use the soccer fields at Granite Regional Park, which includes six soccer fields and one synthetic grass turf field (i.e., the all-weather field). Sacramento United (SU) desires to install field lights at Granite Regional Park- Turf Field 1 to increase available play

time during the fall and winter months. SU will pay for this investment in the amount of $350,000 and the City will maintain the field lights long term. Electricity costs for use of the field lights will be incorporated into the cost of future field permits. In exchange for SU’s investment of $350,000 in field lights, the City will provide a credit towards permit use fees. SU will install the planned lighting pursuant to the terms and conditions set forth in the Second Amendment to the Priority Use Agreement (see attachment).
In 2010, the City and SU entered into PUA to provide SU Priority use of Granite Regional Park turf fields (1, 2, and 3) in exchange for SU assuming the maintenance responsibilities for these turf fields. Later in 2013 Sacramento United was also granted a license with the first right to obtain a permit to reserve the all- weather-field, in exchange for maintenance of that field.
SU also leases additional turf fields on property known as Parcels 10 and 11, which SU improved when the property was privately owned. SU invested $750,000 in improving the three new fields on this property. The City became the "Landlord" under a land rental agreement dated March 31, 2014 ("Parcels 10 and 11 Lease"). These three fields are now known as Fields 4, 5, & 6 (the “Leased Fields”). The City’s terms for Parcels 10 and 11 Lease will expire April 1, 2032, along with the extended terms of the PUA.

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $250,000. Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Master Plan.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns an activity that has been determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant Class 1, Section Number 15301 (Existing Facilities) and Class 11, Section Number 15311 (Accessory Structures) of the CEQA Guidelines. The project consists of the operation and minor alteration of existing public facilities, mechanical equipment or topographical features involving

negligible or no expansion of existing or former use, (City Park and soccer field) and the construction or placement of minor structures (field lighting) accessory to (appurtenant to) existing commercial, industrial, or institutional facilities.
Sustainability: The project to install soccer field light at Granite Regional Park has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The Secondary Amendment to the Priority Use Agreement for Sacramento United is consistent with the City’s goals for active use of Granite Regional Park.
Financial Considerations: SU will pay up to $350,000 for the installation of the field lights at Granite Regional Park in exchange for fee permit credits. In addition, no contribution of City funds is being provided for the Field Lighting Project. Licensee deposited $20,000 with the City for the now postponed restroom project, and the parties have agreed those funds will be used to cover the cost of City staff time to review the plans and specifications and inspect the construction work for Field Lighting Project. a. There are no increased maintenance costs since staff already maintains this sports field and staff has existing maintenance plan for similar lights citywide.
Local Business Enterprise (LBE): Not applicable.
