1-Description/Analysis
Description/Analysis
Issue Detail: In an effort to address disparities in service levels in an equitable manner, the Department of Youth, Parks, and Community Enrichment (YPCE), has been developing a Geographic Information System (GIS) Tool to analyze City sports fields data using an equity lens to better understand the distribution of sports fields in relation to under-resourced communities in Sacramento. The equity lens incorporated the following data sets: CalEnviroScreen 4.0, Child Density Ranking, and Low-Income Ranking. In this analysis, YPCE also took into account other factors including, lit and unlit fields, the quality of sports field maintenance, and availability of restrooms and parking. The goal was to give each sports field an equity score that ranked these different variables and helped determine if a particular field had a high potential to serve an under- resourced community or not. This equity score could then be used to help prioritize field improvements such as field lighting, maintenance, and field reservation allocations to under- resourced communities in Sacramento and would also be incorporated into YPCE’s Park Project

Programming Guide.
The first step in this analysis was to identify data sets for disadvantaged communities, youth population density, and all city sports fields. The second step was for the Park Maintenance Division to evaluate the condition of each sports field in the City and assign a Quality of Service (QOS) score for each field based on level of maintenance service and amenities that support field users. The final step was to create a GIS Equity Lens Dashboard that captures all associated data sets that can be used to analyze and compare the sports field data. This Sports Field Equity Lens Dashboard is a work in progress that currently only analyzes sports fields. In the future, the dashboard will be expanded to include other park amenity types as well.
Sports Field Equity Lens Dashboard
The Park Maintenance Division created a matrix with weighted binary scores to rank existing field conditions including the turf, baseball infield, and baseball backstop at each field. Additional points were given to fields that have parking, restrooms, lighting and no detention basin. Together these elements determine the “Quality of Service” score which has been given a range of 27 to 55, meaning that a score of 55 indicates a high-quality field when put into the context of the range.
The dashboard incorporates the “Quality of Service” score and integrates the following metrics:
1) Child Density Ranking
is based on the population density of children in the census tract the field is located within. The score range for this metric is 1 to 10, so the closer to a value of 10, the higher the density of children there are in the census tract relative to other census tracts. 2) CalEnviroScreen (CES) 4.0 is a screening methodology that combines many different characteristics to identify California communities that are disproportionately burdened by multiple sources of pollution. The higher the CES 4.0 percentage between 1% and 100%, the more burdened an area is by pollution. Above 75%, a community is considered disadvantaged under SB535.
3) Low-Income Ranking is a metric created using, and is an inverse measure of, the CalEnviroScreen (CES) score. This means that the higher the number between 1 to 10, the more affluent the neighborhood.
The metrics above combine to create the Equity Lens Ranking. The Equity Lens Ranking is a cumulative measure of the Quality of Service score, Child Density Ranking, the CalEnviroScreen (CES) percentage, and the Low-Income Ranking. As it is a cumulative measure, the Quality of Service score has the most impact on the overall Equity Lens Ranking for sports field. The range of the Equity Lens Ranking is 37.02 to 67.6, meaning that a score of 67.6 indicates a more equitable sports field.
