1-Description/Analysis
Additional Description/Analysis
Issue Detail: The CCOMWP has partnered with the U.S. Bureau of Reclamation (Reclamation) on the Lower American River Salmonid Spawning Gravel Augmentation Project (G14140400) (Project).
The purpose of the Project is to increase the availability of spawning gravel and rearing habitat for the fall-run Chinook salmon and steelhead trout in the lower American River. In previous City Council Motion 2022-0229, three Agreements for rental of equipment required for the Project were approved.

Policy Considerations: The Project will aid fish habitat restoration efforts for the lower American River, consistent with goals of the Water Forum Agreement. Pursuant to the Interagency Agreement that created the CCOMWP, the City‘s procedures are followed for CCOMWP contracting activities.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA):
The Project is subject to review pursuant to both CEQA and NEPA. Reclamation is responsible for the NEPA review. Reclamation prepared a Finding of No Significant Impact (FONSI) for the Project.
The NEPA review process does not require action by the City.
This Project is one of many to help meet the requirements of the 1992 Central Valley Project Improvement Act, Section 3406 (b)(13), to restore and replenish spawning gravel and rearing habitat to improve fish production. There will be no significant effects on endangered, rare or threatened species or habitat, and no other significant environmental effects from the project.

Sustainability: Implementation of Projects in the lower American River that are more protective of fisheries and aquatic resources is a fundamental element of the Water Forum Agreement, which is supported by the City’s General Plan Goals, specifically Natural and Open Space Protection (E.R.
2.1).
Commission/Committee Action: Not applicable
Rationale for Recommendation: On August 9, 2022, City Council approved Motion Number 2022- 0229, awarding three bidders from the May 8, 2022 bid number B22804101003 for short-term rental of heavy equipment and gravel screening and washing equipment. Four bids were received; two bidders chose not to bid on all items. The lowest bidders on each piece of equipment were identified in the Bid Evaluation Table referenced in Motion 2022-0229.
After the contracts were awarded, one of the lowest bidding contractors was unable to provide all of the equipment for the project deadline. For this reason, staff recommends council approve changing the contract bid amounts, increasing the not to exceed amount for vendor JA Pasquetti Equipment Rental from $126,947 to $480,331 to provide the additional equipment; And, decreasing the contract for Harris Blade Rental, from $409,900 to $100,000 to relfect the amount of the equipment that they were unable to provide for this project.
Financial Considerations: The total amount for all three contract is $769,764. There are sufficient resources in the Habitat Management Element Funds (Fund 7104) in the Lower American River

Gravel Restoration Project (G14140403) to cover the cost of the contracts The project has no impact on the City’s General Fund.
Local Business Enterprise (LBE): The minimum LBE participation requirement was waived by the Executive Director of CCOMWP due to the use of federal funds on the project.
