Additional Description/Analysis
Issue Detail: On July 26, 2022, the City Council adopted Resolution No. 2022-0238 which established the Northgate Boulevard Economic Recovery Plan and allocated $5,000,000 of American Rescue Plan Act of 2021 (ARPA) funding from available fund balance to the ARPA Northgate Boulevard Project. The Northgate Boulevard Economic Recovery Plan framework identified critical investments and economic priorities for the Northgate Boulevard corridor including:
· Traffic Safety and Physical Infrastructure Improvements · Lighting

· Investment in the Northgate Boulevard Food Business Program · Northgate Boulevard Small/Micro Business Grants
Improvements to the physical infrastructure of Northgate Boulevard includes replacing the existing fences on the west side of the corridor with a decorative concrete wall from West El Camino Avenue to Bowman Avenue and from Potomac Avenue to Winterhaven Avenue. This will benefit the Northgate community by improving safety and security, enhancing the streetscape aesthetic with a consistent neighborhood theme, reducing traffic noise, and increasing the durability of the existing fences. It will also allow the city to widen the existing sidewalk at the time of the wall construction.

City staff has been studying the feasibility of this fence replacement as part of the Northgate Boulevard Fence Replacement Project. Options were developed and a community meeting was held on September 21, 2022, to share the concepts and select a preferred alternative for the design.

The estimated cost to design and construct the wall is $2,100,000. Authorization from the City Council is needed to transfer this funding from the ARPA Northgate Boulevard Project to the Northgate Boulevard Fence Repair Project so that the fence replacement can be implemented.

Policy Considerations: The use of ARPA Reinvestment Funds to support the recovery of the Northgate Boulevard commercial corridor is consistent with both the adopted ARPA Framework and Resolution No. 2022-0238.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Transferring of funds is not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment. This action will have no effect on the environment and is therefore exempt from CEQA. Appropriate CEQA and National Environmental Policy Act (NEPA) review (if necessary) will take place as part of project development.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Approval by the City Council is required to transfer the necessary funds from the ARPA Northgate Boulevard Project to the Northgate Boulevard Fence Replacement Project so that the decorative wall can be designed and constructed. Staff is also seeking authority to make future budgetary adjustments. This authority will streamline implementation of the ARPA Northgate Boulevard Economic Recovery Plan.

Financial Considerations: The estimated cost to complete preliminary engineering and construction of the decorative concrete wall as part of the Northgate Boulevard Fence Repair Project (T15046100) is approximately $2.1 million. Upon approval of the transfer of $2,000,000 (ARPA

Reinvestment, Fund 1003) from the expenditure budget of the ARPA Northgate Boulevard Project (I02612080) to the expenditure budget of the Northgate Boulevard Fence Repair Project (T15046100) there will be sufficient funding to complete the wall.

There is sufficient funding within the ARPA Northgate Boulevard Project (I02612080) to support the recommended transfer of $2,000,000 (ARPA Reinvestment, Fund 1003) to the Northgate Boulevard Fence Repair Project (T15046100).

Local Business Enterprise (LBE): Not applicable.
