Additional Description/Analysis
Issue Detail: The Department of Public Works (DPW), Fleet Management Division, has received a donation request from the Downtown Sacramento Partnership for five trash trailers and one work truck to be used to pick up and haul trash from the downtown area.
Policy Considerations: City Code Chapter 3.80.030 (F) provides that surplus personal property may be donated to any other public agency or charitable organization exempt under section 501(c)(3) of the Internal Revenue Code by resolution of the City Council. In this instance, the recipient meets this criterion, making the organization eligible to receive donated surplus items.
Economic Impacts: None.
Environmental Considerations:
File ID: 2022-01888 11/15/2022 Consent Item 13.
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the donation of vehicles and is not considered to be a project in accordance with Section 15378(b) (2) of the guidelines.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: The following units are no longer in service and are surplus to the City’s needs.
Financial Considerations: The salvage value of the equipment, in its current condition, is approximately $1,000 per unit if the City were to sell the equipment. Authorizing and executing the hold harmless agreement would protect the City from any further financial liability associated with the donated trailers.
Local Business Enterprise (LBE): Not applicable.
