1-Description/Analysis
Additional Description/Analysis
Issue Detail: The City of Sacramento has received over 14,000 calls for service related to cleanup needed as a result of homeless encampments since the Department of Community Response’s (DCR) inception in July of 2021. This past August, Council voted to adopt an ordinance amending Chapter 12.24 of the Sacramento City Code relating to sidewalk obstructions. As a result, the City is interested in expanding the current Citywide Cleanup contract that is currently managed by DCR.
The current encampment cleanup contract managed by DCR expires on January 31, 2023. City Code requires the City to award a new contract through a competitive bidding process or to request suspension of competitive bidding so that another selection process can be used.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.
Economic Impacts: None.

activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the CEQA [CEQA Sections 15061(b)(3) and 15378(b)(2)].
Sustainability: None.
Commission/Committee Action: None.
Rationale for Recommendation: Award through an RFP process, rather than a competitive bidding process, will allow the City to consider factors other than the lowest price. The ability of the contractor to exhibit experience working with a vulnerable population of individuals experiencing homelessness, ability to serve various Council districts, and ability to respond quickly and work in collaboration with DCR will be used to determine the top-ranked proposer(s). The scores will be totaled, and the highest-ranking proposer will be asked to enter into contract negotiations with the City. Final contract approval will be granted by the City Council at a future Council meeting.
Financial Considerations: Funding for the contract is currently under the Homeless Services Multi Year Operating Project (MYOP) (I02000900). The funding will be moved into a new Homeless and Community Outreach MYOP in December 2022 and the contract will be paid from the new MYOP.
Funding in future fiscal years is subject to funding availability in the adopted budget for the applicable future year.
Local Business Enterprise (LBE): There will be an additional five preference points awarded to all firms that qualify as an LBE.
