Re: ITEM 6 – Dual Piping Ordinance – NEUTRAL

Dear Chair Schenirer and Honorable Committee Members:

The Sacramento Regional Builders Exchange (SRBX) appreciates the Law and Legislation Committee’s direction to staff to include our organization in the discussions regarding the dual pipe system requirements under consideration by the City of Sacramento. I would like to thank Yvette Rincon and the department staff for the frequent communications between the City and SRBX on this issue.

As previously stated, SRBX is grateful the City is considering the impact the recently implemented decarbonization ordinance has on the plumbing and pipefitting industry. The impacts on the industry are a great concern and finding opportunities to offset the loss of work is important to SRBX’s Board of Directors and our members.

That said, several questions remain regarding the full costs of implementing this policy. SRBX has previously stated that while the installation costs for the dual pipe system could be narrowed down to an average cost of $2.88/sq. ft., the unknown cost of ongoing water treatment to levels required for secondary reuse is still of great concern and would remain so until staff presents findings in 2025, as stated in Attachment 5 of the staff report.

As it stands, this ordinance would levy an additional estimated cost of $144K on a 50K sq. ft. building. This is an extraordinary cost burden to place on potential development within the City, especially when the findings from Regional San state this ordinance results in “redundant infrastructure that will not significantly increase reuse in the region.”
In short, SRBX is concerned that the added economic imposition created by this ordinance to projects in the City may result in the unintended consequence of developers opting to pursue projects outside of the region altogether. This would impact not just plumbers and pipefitters, but carpenters, electricians, painters, masons, roofers, material suppliers, etc. The recommended items of study in Attachment 5 are needed now in order to provide the City Council with the necessary information to make an informed decision, ensuring the protection of not just the plumbing and pipefitting jobs we wish to see retained, but for other the construction jobs created from the projects under by this ordinance.

Thank you very much for the opportunity to provide a comment today. I look forward to continuing this dialogue with City staff as this proposal moves forward.

Sincerely,

Timothy Murphy, CEO
