Additional Description/Analysis
Issue Detail: This project will improve safety and bicycle connectivity along Folsom Boulevard by eliminating a motor vehicle lane in each direction between 59th Street and 65th Street to provide space for traffic calming, bike lanes, and improved operations. Project features include the installation of Class II bike lanes between 48th Street and 65th Street and the possible modifications to on-street parking between 48th Street and 53rd Street.

In October 2022, the City received notification of an intent to receive state grant funds through the California Natural Resources Agency. Through future state funding allocations, these state funds will

be available to fund the future construction phase of the project.

The establishment of the Folsom Boulevard Safety Improvements Project and transfer of funds is necessary to initiate the preliminary engineering phase while the City awaits official receipt and agreement for state funds.

Policy Considerations: The Folsom Boulevard Safety Improvements Project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The project promotes the development of a connected network (General Plan ERC 2.1.2), providing multi-modal choices (General Plan M 1.2.1) and providing a continuous bikeway network (General Plan M 5.1.3). The project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces and rights-of-way.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Establishment of a capital improvement project and budgetary adjustments are not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment. This action will have no effect on the environment and is therefore exempt from CEQA.

Appropriate CEQA review will take place as part of project development.

Sustainability: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contribute towards Sacramento’s climate change goals.

Commission/Committee Action: None.

Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and to transfer funds necessary to fund the deliver the preliminary engineering (PE) phase of the project.

Financial Considerations: The estimated cost to complete preliminary engineering for the Folsom Boulevard Safety Improvements Project is $1,000,000. With approval of the transfer of $600,000 (Fund 2036, Road Maintenance and Rehabilitation) from the 2020 Transportation Corridor Program

(R15200000), there will be sufficient funding to initiate the preliminary engineering phase of the Folsom Boulevard Safety Improvements Project (T15235500) while awaiting the agreement for State funding.

There is sufficient funding within 2020 Transportation Corridor Program (R15200000) to support the transfer of $600,000 (Fund 2036, Road Maintenance and Rehabilitation) to the Folsom Boulevard Safety Improvements Project (T15235500).

Staff will return to the City Council for the necessary budgetary actions to allocate state funding from a future California Natural Resources Agency grant awarded to the City for community reinvestment projects.

There are no General Funds allocated for this project.

Local Business Enterprise (LBE): Not applicable.
