Description/Analysis
Issue Detail: In the wake of the November 2021 shooting in the Marina Vista/Alder Grove Community that claimed the life of a child, Councilmember Valenzuela’s office, the City of Sacramento, and the Sacramento Housing and Redevelopment Agency (SHRA) began to look at measures to increase the safety and security of families in the area. A plan was developed in partnership with resident leaders in the community, including Sam Floyd, a lifelong resident and new principal at Leataata Floyd Elementary School. This plan outlines proposed spending for $2.5 million of Measure U funding committed by the City Council on February 15, 2022 as part of the FY2021/22 Midyear Budget. The information below provides detail on the proposed items to be funded.
Broadband Infrastructure Project - $1.4 million allocation to SHRA There is an acute societal need to address digital inequity for underserved parts of the population in California where 25-30 percent of the community have marginal access to the internet. This is particularly important in African American, Latino and rural communities who are on the wrong side of the digital divide. In order to address this divide, the City Housing Authority, as staffed by the Sacramento Housing and Redevelopment Agency (SHRA), began working in January of 2021 on a nine-month project with Intel, California Emerging Technology Fund, Valley Vision, Amazon Web Services, JMA, CommScope, and Megh Computing to establish a Proof of Concept (PoC) pilot solution for 25 students who reside at Marina Vista and attend Leataata Floyd Elementary school. As a result, students were able to access secure WiFi anywhere in the Marina Vista public housing community and at Leataata Floyd Elementary School. Students were able to access secure WiFi that had higher speed and more reliability than standard Internet Service Providers (ISPs).
The proposed Broadband Infrastructure Project will build off the success of the pilot project and will establish a free solution for Marina Vista/Alder Grove public housing residents (751 households).
When complete, service will be available at the public housing sites, and also at Leataata Floyd Elementary School, Health Professions High School, and at the offices of supportive service providers in the community. The proposed $1.4 million allocation to the project will provide funding to build the broadband infrastructure at the Marina Vista and Alder Grove public housing sites. It is proposed that there will be no cost to the users for at least five years. This will provide internet access to users for education/remote learning, telehealth, telework, and much more. The service will also increase security/safety, and provide access to SHRA online services. Project partners have committed to identifying funding to extend free access to WiFi beyond the initial five-year period along with securing funding to provide hardware (laptops/tablets) and digital literacy classes to comprehensively provide the community the necessary tools for digital inclusion.
Muir Way Park Improvements - $400,000 allocation to YPCE While the Alder Grove neighborhood is in walking distance to both Southside Park and Land Park, many families have expressed hesitation about letting younger children travel that far to play, and a have also expressed a strong desire to have enhanced parks within their community. The City YPCE department will work with the Housing Authority to obtain an easement near an existing park space along Muir Way which is just south of the Alder Grove community. The proposed funding will be used by YPCE staff to conduct a community planning process for the park space and to implement the improvements. YPCE staff will work with Councilmember Valenzuela to explore community

partnerships to fill any gaps in financing for the identified park improvements. The goal for the park space will be to make improvements to increase resident utilization.
Youth Programming During School Breaks - $252,775 to YMCA Students at Leataata Floyd Elementary School do not have access to regular programming during school breaks. This allocation would fund recreational and educational programming services for spring break 2023, summer break 2023, winter break 2023/24, spring break 2024, and summer break 2024. This service will be provided by the YMCA, who is the Sacramento City Unified School District contracted after school provider for Leataata Floyd Elementary.
Sports and After School Programming for Youth
Street Soccer-$105,000, Ball Out Academy-
$168,000
The youth in this community already utilize soccer and basketball programming on a regular basis.
This funding would be to fully fund those programs for 18 months.
This programming will be administered by Street Soccer and Ball Out Academy, to support existing programs already serving youth in the community.
Parent Support Groups - Ball Out Academy - $72,000
In family surveys, several respondents indicated their desire for programming to support the parents and guardians of students at Leataata Floyd Elementary School. This funding will be used to bring a “Parents Link Up” to the community, which will give parents a safe space to express their concerns and needs. Each session will include dinner, childcare, lessons and activities, and will feature guest speakers for the bi-monthly sessions. This funding will go to Ball Out Academy, who has a successful parent engagement model they operate in partnership with their basketball program in other neighborhoods in the city.
School Support for Additional Programming - $102,225
This funding will go into a project that will be administered by Councilmember Valenzuela’s office and Principal Floyd and will enable donations and other fundraising efforts to support the school community. Councilmember Valenzuela’s office has partnered with Leataata Floyd and SHRA to offer several community events and donation drives, supporting movie nights, back to school supplies, and holiday toy drives. This funding would be used to continue these events and also support other community events and activities to support the families at Leataata Floyd school.
Policy Considerations: No new policies are recommended in this report. The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. The recommendation is to waive this requirement.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The proposed actions consist of governmental administrative and fiscal activities which do not constitute a “project” under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378.

A plan was developed in partnership with resident leaders in the community, including Sam Floyd, a lifelong resident and new principal at Leataata Floyd Elementary School.
Financial Considerations: Sufficient funding is available (Measure U Fund, Fund 2401) in the FY2021/22 Mayor/Council Economic Development and Youth Priorities Project (I02180910) to execute agreements with the YMCA, Ball Out Academy, Housing Authority, and Youth Street Soccer to implement the Marina Vista/Alder Grove Neighborhood Revitalization Project Framework.
Sufficient funding is available (Measure U Fund, Fund 2401) in the FY20221/22 Mayor/Council Economic Development and Youth Priorities Project (I02180910) to support the recommended transfer to the Measure U Park Improvements Program (L19706000) for Muir Way Park Improvements.
