Additional Description/Analysis
Issue Detail: City Code 10.08.100, One-way Streets, requires that whenever a City Council Resolution designates any street or alley as being limited to travel in one direction only, the City Traffic Engineer needs to ensure that ssigns indicating the direction of lawful traffic movement are placed at every intersection where movement of traffic in the opposite direction is prohibited.

Stockton Boulevard runs diagonal in a northwest to southeast direction as it crosses 34th Street, which runs north-south. The signalized intersection of Stockton Boulevard with 34th Street is skewed such that the northbound and southbound right-turn maneuvers are shaped as acute angles.

Additionally complicating the intersection, Sacramento Regional Transit light rail tracks cross both roadways just south of the intersection. R Street, 100 feet south of the intersection and 50 feet south of the light rail tracks, runs east west and is approximately 100 feet long between 34th Street and

Stockton Boulevard. It is currently stop controlled at both ends.

The conversion of R Street from a two-way street to a one-way street, serving eastbound traffic only, will allow the prohibition of the northbound right turn movement from 34th Street to Stockton Boulevard.

The project is necessary to enhance safety, reduce collisions, and reduce costly maintenance due to trucks attempting the acute turn and damaging signal infrastructure. The conversion is feasible due to the short distance from the adjacent signalized intersection and other nearby grid streets that maintain circulation for vehicles.

Policy Considerations: The recommended action is consistent with the following policies from the Sacramento 2035 General Plan:

M 1.1.2 Transportation System - The City shall manage the travel system to ensure safe operating conditions.

M 1.1.3 Emergency Services - The City shall prioritize emergency service needs when developing transportation plans and making transportation network changes.

M 1.1.4 Facilities and Infrastructure - The City shall effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.

M 3.1 Safe, Comprehensive, and Integrated Transit System - Create and maintain a safe, comprehensive, and integrated transit system as an essential component of a multimodal transportation system.

M 7.1 Efficient Goods Movement - The City shall support infrastructure improvements and the use of emerging technologies that facilitate the clearance, timely movement, and security of trade, including facilities for the efficient intermodal transfer of goods between truck, rail, marine, and air transportation modes.

Economic Impacts: None.

Environmental Considerations: California Environmental Quality Act (CEQA): CEQA Guidelines section 15301 provides for the categorical exemption of minor alteration of existing public facilities involving negligible or no expansion of existing use. This includes existing streets, sidewalks, gutters, bicycle and pedestrian trails, and similar actions that do not create additional automobile lanes. The Manager of Environmental Planning Services has determined that the proposed one-way conversion of R Street between 34th Street and Stockton Boulevard qualifies for the exemption. No further CEQA review is required.

Sustainability: Not applicable.

Rationale for Recommendation: Multiple incidents of damage have occurred to the traffic signal and light rail crossing infrastructure by large trucks making the acute northbound to eastbound right turn at Stockton Boulevard and 34th Street. The damage caused by these incidents is costly and impacts traffic and light rail safety along a vital arterial corridor serving neighborhoods in Council Districts 3, 4, and 6, as well as access to the Stockton Boulevard interchange with US-50. Trucks are currently prohibited to make the right turn but continue to do so. Prohibiting the northbound to eastbound right turn movement for all vehicles and serving the demand for the movement using R Street between 34th Street and Stockton Boulevard is necessary. The width of R Street is not sufficient to serve two-way traffic with large radius turning trucks. Considering the improved intersection operations of the 34th Street/ Stockton Boulevard intersection, immediate community safety need, and the nearby alternate routes for vehicles, staff propose the immediately conversion of R Street between 34th Street and Stockton Boulevard from a two-way street to a one-way eastbound street.

Financial Considerations: The cost to convert R Street between 34th Street and Stockton Boulevard from a two-way street (east/west) to a one-way street (eastbound only) is estimated to be $20,000 (Fund 2038, New Measure A Traffic Control & Safety). There is sufficient funding within the Vision Zero Safety Program (S15184100) to complete this conversion. The installation work will be completed by the Department of Public Works, Transportation and Streets Maintenance Divisions.

Local Business Enterprise (LBE): Not applicable.
