Additional Description/Analysis
Issue Detail: In 2018, the City Council passed motions authorizing the City Manager to execute an On-Call Master Contract Service List for a period of five years with several vendors. In total, 69 contractor service agreements were executed in amounts ranging from $200,000 to $600,000 per service. The current list will expire in July of 2023. The California Custom Docks contract is currently being used at a necessary rate and with the upcoming winter season, the Facilities Division’s needs will exceed the current not-to-exceed amount before the July 2023 expiration date. Change Order No. 1 will increase the not-to-exceed amount of Resolution 2018-1036 and allow the Facilities Division maintenance staff to continue the “best practices” for cost effective and efficient project delivery.

Policy Considerations: The recommendations in this report are in accordance with the provisions of

City Code Chapter 3.60.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve the repair of an existing structure with no expansion beyond the previously existing level of use and are therefore considered to be an exempt project or activity in accordance with Section 15301 of the CEQA Guidelines.

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Approval of Change Order No. 1 in the amount of $150,000 with California Custom Docks is necessary to continue the effective and cost-effective delivery of facility maintenance projects through the end of this fiscal year and contract expiration in July of 2023. Over the past two years, the Facilities Maintenance Division staff has had to change their practice and delivery of routine maintenance and projects due to the COVID 19 pandemic practices and outcomes. It has been necessary to rely on external vendors to assist with staffing impacts and social distancing that were created during the global pandemic.

Financial Considerations: Purchase orders encumbering funds under this agreement will not be created until projects are identified. Funding for each purchase order will be provided in the capital improvement project budgets, which could include local or state funds, or in department operating budgets as projects are identified.

Local Business Enterprise (LBE): California Custom Docks is an LBE.
