Description/Analysis
Issue Detail: The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) Division has made available the Building Resilient Infrastructure and Communities (BRIC) Grant Program for hazard mitigation activities. A requirement of the BRIC Grant Program is an approved Local Hazard Mitigation Plan (LHMP).
The City of Sacramento (City) has an approved LHMP and is seeking approval to apply for this grant opportunity on behalf of the Sacramento Area Flood Control Agency (SAFCA) in an amount not-to- exceed $14,245,000 million for levee improvements that will provide a 200-year protection to the City and its residence.
There is a 25 percent match requirement, SAFCA has pledged a 30 percent match through cash, in- kind and/or labor services through their Development impact Fee and/or CCAD2 funds. SAFCA will

track the match and submit the information to the City for documentation and reporting.
Policy Considerations: Council Resolution 2022-0198 requires Council approval to apply for operating grants of more than $250,000.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA) : It has been determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b) and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].
Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling DOU to continue to improve flood protection.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: If the BRIC grant is awarded, SAFCA would be able to further provide levee and flood management throughout the City of Sacramento, which will increase protection and awareness.
Financial Considerations:
The BRIC grant program could award up to $14,245,000 in grant funding to SAFCA. If awarded, staff recommends establishing the reimbursable revenue and expense budgets in the FY23 DOU Operating Grant Program (G14230100, fund 6211). There is a 25 percent match requirement, SAFCA has pledged a 30 percent match through cash, in-kind and/or labor services through their Development Impact Fee funds. SAFCA will track the match and submit the information to the City for documentation and reporting.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Not Applicable
