Additional Description/Analysis
Issue Detail:

In July 2022, Council voted to enter into a new agreement for six months with Forensiclean LLC to partner with DCR and provide Citywide clean up services, through January 31, 2023.

To date, DCR has received over 14,000 calls for service relative to trash at homeless encampments.

Teams average over 1,000 calls per month, and 35 calls per day. Forensiclean teams respond to calls seven days a week, between the hours of 8am-5pm.

DCR has been directed to issue a Request for Proposals (RFP) in search of continued Citywide cleanup services. Due to the nature and volume of calls received, staff is recommending increasing Forensiclean’s current contract by $537,038 and extend through February 28, 2023. This will allow adequate time for staff to review proposals and negotiate agreements without a lapse in time for services.

File ID: 2022-02020 12/13/2022 Consent Item 6.

On November 15, 2022, Council voted to stop competitive bidding in favor of issuing an RFP for expanded Citywide cleanup. Staff anticipates having selected agencies in contract by March 2023, for one full year of services.

Policy Considerations:

Pursuant to Sacramento City Code section 3.56.090, any agreement for non-professional services that is for $250,000 or more requires City Council approval.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” and is not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)).

Sustainability: Homeless encampment cleanup services support the safe collection and disposal of waste to reduce impacts on public health and natural resources.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Services provided under this agreement address the ongoing mitigation of the impacts that homelessness has had on the City.

Time is of the essence as the Agreement with Forensiclean expires January 31, 2023.

Financial Considerations: Sufficient funding is available in the Community Response MYOP (I23000100) to execute a Supplemental Agreement with Forensiclean in an amount not to exceed $537,038 (Measure U, Fund 2401).

Local Business Enterprise (LBE): All businesses that the Department of Community Response is partnering with are LBEs in the City of Sacramento.
