Description/Analysis
Issue Detail: The Sacramento Fire Department’s Development Services Unit of Fire Prevention is responsible for reviewing submitted building plans for all new construction projects and improvements or modifications to existing structures in the City of Sacramento and for contracted areas in Sacramento County. All fire protection and fire safety aspects of submitted plans are checked to ensure compliance with the California Fire Code, California Building Code, applicable standards, and City of Sacramento local ordinances. Due to the volume of submitted plans and the scope and complexity of many projects, the Fire Department has contracted with qualified third-party plan review firms to ensure that all submitted plans are reviewed within the prescribed turnaround times.
In October 2022, Fire Department staff posted the Request for Proposal (RFP) for the procurement of fire plan review services under RFP No. P2312111101. The RFP was posted for three weeks on the City’s Planet Bid solicitation website. The Fire Department received seven proposals.
The Fire Department evaluated the proposals submitted based on the following criteria: experience and qualifications, methodology and approach of work, and pricing. Of the seven proposals, CSG Consultants, Inc vendor was found to offer the best turn-around time for reviews, along with the lowest cost. CSG Consultants, Inc. team has over 50 years of combined experience. Staff recommends awarding a three-year contract to CSG Consultants, Inc. with two additional one-year

renewal options for a total not-to-exceed amount of $3 million.
Policy Considerations: This recommendation is consistent with City requirements for competitive bidding as detailed in the Sacramento City Code 3.56. It allows the Fire Department to fulfill its enforcement authority as mandated by provisions in the California Fire Code and the California Health and Safety Code. It is also consistent with the City Council’s goals of encouraging responsible development and having buildings and projects that are fire safe and code compliant.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on December 1, 2022, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Guidelines Section 15061 (b) (3); 15378 (b) (2)].
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Financial Considerations: Costs of fire plan review services are recoverable from fees paid by the responsible party submitting plans for review.
